About the Position

The Collaboration, Learning, and Adapting (CLA) and Knowledge Management (KM) Specialist will provide technical services for the Peace through Evaluation Learning and Adaptation II (PELA II) contract with the United States Agency for International Development (USAID) West Africa Regional Mission. The project will strengthen USAID/West Africa’s effectiveness implementing its projects; coordinating its activities related to peace and governance; learning from its experiences; and serving as an information, communication, and thought leader regarding peace promotion and countering violent extremism (CVE) in the West Africa region.  The CLA and KM Specialist will take the lead on implementing CLA activities on PELA II, working closely with the team and USAID counterparts.  

This position is open to residents of Ghana and will be expected to work from the PELA II offices.

Responsibilities

  • Coordinate, plan, and facilitate institutional learning activities relevant to achieving the USAID/West Africa Regional Development Cooperation Strategy and USAID’s goals and objectives.  
  • Co-create, develop, and implement the Learning Agenda with the USAID/West Africa mission, Implementing Partners, and relevant local stakeholders to support and better inform programming and planning.  
  • Coordinate with the PELA II core team and senior management to collate up-to-date research, data, and evidence aligned with the Learning Agenda’s key priority areas to answer the learning questions.  
  • Develop and lead a series of learning events to share knowledge, challenges, and best practices across the region among USAID staff, IPs, and other stakeholders and provide space for creating recommendations and action steps to improve programming and planning.  
  • In collaboration with the PELA II team and USAID, set a calendar of learning and capacity-building sessions and carry out the post-activity surveys to obtain feedback on the use and utility of PELA II services and products delivered.
  • Develop SOPs for internal and external learning processes to improve activity and stakeholder learning and adaptive management.
  • Launch and coordinate the West Africa Regional Community of Practice that brings together USAID, implementing partners (IPs), other USG, civil society organizations, universities, and government ministries in West Africa to learn from each other and establish best practices for implementing P/CVE.  
  • Manage and update the PELA II knowledge management platform for stakeholders to engage and access valuable knowledge, information, best practices, lessons learned, and innovative approaches to conflict prevention, peacebuilding, and P/CVE efforts. 
  • Facilitate Pause and Reflect Workshops, which bring together USAID/West Africa and IP staff to reflect on implementation and gain feedback on adapting and adjusting programming for better and more timely results.  
  • Establish and coordinate a quarterly Learning Circle series highlighting different topics, ideas, or challenges that stakeholders wish to discuss with the rest of the community.  
  • Work closely with Dexis PELA HO technical staff to produce high quality deliverables.  

Qualifications 

  • A minimum of five (5) years of experience in learning and adaptive management, knowledge management, organizational learning, and/or monitoring and evaluation, with demonstrated project management responsibility.
  • Proficiency in CLA frameworks, tools, and methodologies, including experience with USAID’s Collaborating, Learning, and Adapting Framework.
  • At least two (2) years of experience in facilitating group meetings and events with proficiency in facilitating meetings, workshops, and learning events to promote collaboration and knowledge sharing.
  • Demonstrated ability to transfer knowledge to diverse audiences (capacity strengthening) through training, mentoring, and other formal and non-formal methods, using adult learning methodologies.
  • Fluency in spoken and written English and French.
  • Ability to travel throughout West Africa.
  • Knowledge of USAID programming in countering violent extremism in West Africa.

Preferred Qualifications 

  • Familiarity with organizational learning principles and practices, including adult learning theories and knowledge management.
  • Understanding of project management principles to effectively integrate CLA into project planning and implementation.
  • Knowledge of stakeholder engagement strategies, including partnership development and collaboration with local organizations and communities.
  • Knowledge of USAID regulations, compliance requirements, and reporting standards.
  • Strong leadership skills to drive CLA initiatives, motivate teams, and influence organizational change.
  • Excellent communication skills, both written and verbal, to facilitate knowledge sharing, collaboration, and reporting.
  • Strong analytical and critical thinking skills to assess complex situations and make informed decisions.
  • Ability to build and maintain relationships with diverse stakeholders, including donors, partners, and local communities.
  • Effective time management skills to prioritize tasks and meet deadlines.
