[What the role is]

As Cluster Director, Media Development, you will lead the end-to-end strategy, delivery and transformation of Singapore’s media ecosystem, spanning broadcast, print, digital platforms, and emerging media, including Made-with-Sg content.
You will oversee the Public Service Media (PSM) division, alongside New Media & Marketing and Media Capability Development, to drive integrated outcomes across content creation, distribution, measurement, and talent development.
This role is responsible for shaping how public service and Made-with-Sg content is created, delivered, discovered and sustained, ensuring it remains relevant to evolving audience behaviours while strengthening social cohesion, national identity, and public trust.
You will work closely with MDDI, other IMDA divisions, and a wide range of industry, platform and international partners to deliver a coherent, future-ready public service media ecosystem that balances public value with long-term sustainability.________________________________________

[What you will be working on]

Lead and integrate Singapore’s public service media ecosystem

  • Oversee the full PSM landscape across broadcast (Mediacorp), print (SMT), and digital platforms, ensuring a coherent national strategy and aligned outcomes. This includes Made-with-Sg content.
  • Drive integration across content, distribution, measurement and capability development, breaking silos between divisions to achieve system-level impact.
  • Work alongside relevant divisions in MDDI to translate national priorities into coordinated strategies and programmes that deliver public service outcomes at scale.
  • Guide the evolution of PSM entities and programmes towards sustainable operating models, balancing public funding with efficiency and innovation.
  • Drive adoption of technology-enabled solutions to improve productivity, reduce costs, and enhance content delivery.
  • Anticipate shifts in media consumption, platform economics and information ecosystems, and position Singapore to respond proactively.

Drive content relevance, reach and impact across platforms

  • Shape strategies that ensure public service content remains audience-relevant across linear, digital and social platforms, including emerging formats.
  • Oversee New Media initiatives to strengthen digital content delivery, creator ecosystems, and platform partnerships.
  • Lead efforts to optimise reach, engagement and effectiveness, leveraging data, analytics and evolving platform dynamics.
  • Ensure strong alignment between content objectives and distribution strategies, across both traditional and digital channels.

Strengthen measurement, accountability and performance

  • Oversee the development and application of national media measurement systems and frameworks to assess reach, engagement and societal impact.
  • Drive the use of data, analytics and audience insights to inform content strategies, funding decisions and policy development.
  • Establish clear performance benchmarks and accountability frameworks across PSM entities and programmes.
  • Ensure public service media investments deliver measurable outcomes in trust, cohesion and inclusion.

Build a future-ready media industry and talent base

  • Oversee Media Capability Development to uplift industry capabilities in key areas such as creative development, production, and emerging technologies (where applicable).
  • Drive structured programmes that strengthen critical creative roles and support long-term industry competitiveness.
  • Foster partnerships with industry, platforms and educational institutions to accelerate skills development and technology adoption.
  • Ensure capability-building efforts are aligned with evolving industry needs and global trends.

Drive Marketing and Promotion of Made-with-Sg content

  • Shape strategies to ensure that Made-with-Sg content is effectively positioned, marketed and promoted across linear, digital and social platforms.
  • Ensure the delivery of B2B and B2C marketing efforts to elevate the visibility and positioning of Singapore’s content, talent and industry capabilities locally and internationally.
  • Oversee go-to-market strategies, campaigns and industry branding efforts, including on major platforms such as the Singapore Media Festival and other international markets.

Drive strategic partnerships and whole-of-government alignment

  • Lead engagements with MDDI and other government agencies to align policy, funding and delivery of public service media outcomes.
  • Oversee partnerships with Mediacorp, SMT, platforms, creators and technology providers, balancing public service objectives with operational and commercial realities.
  • Act as a senior convenor across stakeholders, managing complex interests and enabling coordinated execution.

Leadership and Management

  • Lead a cluster of Directors, Deputy Directors and teams across multiple divisions, setting strategic direction and ensuring strong execution.
  • Oversee planning, budgeting and resource allocation across the cluster to maximise impact and value-for-money.
  • Build a high-performing leadership team with strong capabilities in strategy, programme delivery, partnerships and data-driven decision-making.

[What we are looking for]

  • 12-15 years of working experience in public service, with at least 6 years in leadership/managerial roles.
  • Proven track record in developing and implementing strategic initiatives, governance and process, as well as executing data or evidence-driven plans.
  • Strong generalist profile with demonstrated ability to lead across diverse functions such as industry development, grant or programme management, and strategic planning, without requiring deep domain expertise in any single area. 
  • Strong leadership skills with the ability to inspire and guide a diverse team
  • Understanding of global media trends, technologies, and market dynamics will be an added advantage.
  • Excellent networking, relationship-building and communication skills
