Role Overview
The Director of TW Logistics Launch is an executive leadership role responsible for steering the end-to-end physical infrastructure and launch lifecycle across Taiwan. This position leads multi-site fulfillment network expansion—spanning land banking, real estate investment structuring, build-to-suit construction, advanced layout/CAD design, MEP engineering compliance, material handling equipment (MHE) automation, and operational launch readiness.
Working at the strategic level, the Director orchestrates annual infrastructure planning, manages multi-million dollar CAPEX/OPEX budgets, oversees complex regulatory permitting, and leads specialized engineering/launch teams (Equipment, Construction, Automation Control, Real Estate, and Capacity Planning) to execute flawless greenfield and brownfield launches in a high-growth E-commerce ecosystem.
What You Will Do
Strategic Infrastructure Program & Capacity Management
- Annual Infrastructure Plan & Master Strategy: Formulate and execute Taiwan’s long-term infrastructure master plan, aligning network expansion, hub/sub-hub/camp footprints, and capital allocation with corporate business projections.
- Portfolio-Level Program Management: Oversee end-to-end program delivery (PMO) for multiple concurrent greenfield and brownfield site launches, managing critical path milestones, risk escalation protocols, and execution dashboards.
- Network & Labor Capacity Optimization: Oversee node-level volume forecasting, capacity allocation, and manpower planning frameworks to maximize fixed overhead absorption and prevent throughput bottlenecks across Last-mile and Middle-mile operations.
Real Estate Development, Build-to-Suit & Permitting
- Real Estate Strategy & Land Acquisition: Lead macro-level site selection, land banking, build-to-suit (BTS) developments, forward-funding models, and complex commercial real estate lease/purchase negotiations.
- Investment Governance & Capital Allocation: Build and defend high-stakes business cases, financial models, and underwriting proposals for C-level and institutional partners.
- Permitting & Government Relations: Drive institutional stakeholder management to navigate local government entitlements, zoning compliances, environmental impact assessments, building permits, and fire safety certifications.
Construction Management, Engineering & Site Oversight
- Construction Execution & Contractor Oversight: Lead the complete construction delivery lifecycle—from contractor tendering and daily site supervision to quality defect resolution, structural inspections, and operational handover.
- Multi-Disciplinary Engineering Governance: Direct technical execution across Civil Engineering, MEP (Mechanical, Electrical, Plumbing), High-Voltage Electricity, Fire Fighting Systems, and IT Network Infrastructure.
- Layout Design & CAD Management: Direct warehouse layout engineering, internal flow optimization, CAD drawings review, and spatial interface checks for greenfield and brownfield facilities.
Logistics Equipment & Automation Design
- Strategic Procurement & Incoterms Management: Oversee global and local procurement strategies for operation-critical MHE (conveyors, sorters, racks). Direct cross-border workflows, vendor selection, and Incoterms 2020 execution.
- Advanced Automation System Ownership: Lead technical teams in reviewing Auto-Sorter designs, PLC controls (Siemens, Mitsubishi, Omron), SCADA platforms, EPLAN schematics, and WMS/WCS system interfaces.
- Site Installation & Testing: Direct Factory Acceptance Testing (FAT), Site Integration Testing (SIT), and Site Acceptance Testing (SAT) to ensure high-voltage safety and automated operational readiness.
Budgeting, EHS & Change Leadership
- CAPEX / OPEX Financial Ownership: Own total financial responsibility for infrastructure expenditures; structure, track, and optimize multi-million dollar CAPEX and launch OPEX budgets.
- Safety & Regulatory Compliance (EHS): Enforce strict local/international building regulations and internal EHS standards across all construction sites and automated facilities.
- Innovative Mindset & Change Management: Drive continuous process innovation (PI), smart factory data collection, and standardized trouble-shooting guides to thrive in a fast-paced, ambiguous e-commerce environment.
Basic Qualifications
- Experience: 12–15+ years of progressive leadership experience in logistics real estate development, facility construction management, engineering launch programs, or industrial expansion within high-growth E-commerce, 3PL, or Retail Supply Chain sectors.
