Torch Technologies is seeking a seasoned Cloud Solutions Architect to support the Joint Staff J7 Joint Technology & Simulation Division (JTSD). This position may be based out of either Suffolk, VA (Joint Staff Complex) or Huntsville, AL with hybrid work options. In this role, you will serve as the principal contractor technical advisor driving the migration of J7 simulation, training, and modeling federations into Microsoft Azure under the Joint Warfighting Cloud Capability (JWCC) contract vehicle.


As a Cloud Solutions Architect your duties will include the following, but are not limited to:


  • Architect and oversee enterprise cloud infrastructure within Azure Government (IL5) and Azure Government Secret (IL6) aligned with JWCC standards and DoD Cloud Computing SRG.
  • Partner with Government Cloud Engineering Leads and Division System Architects to establish robust cloud foundation services, landing zones, and transit hub-spoke models.
  • Direct the formulation of Infrastructure as Code (IaC) standards across the technical team utilizing Terraform, Azure Bicep, and ARM templates.
  • Establish architectural blueprints for migrating on-premises Joint Live, Virtual, and Constructive (JLVC) training software into containerized (AKS) and virtualized cloud services.
  • Enforce Zero Trust architectural principles across all Azure networking, storage, identity, and compute boundaries.

Qualifications


  • U.S. Citizenship
  • Active Secret level DOW clearance
  • Bachelor’s degree in Computer Science, Systems Engineering, or related technical field, plus 8+ years of progressive engineering experience (or Master’s degree with 6+ years).
  • 5+ years of hands-on experience designing and managing cloud infrastructure in Microsoft Azure (minimum 2+ years in Azure Government / DoD IL4–IL6).
  • Proven proficiency authoring production-grade IaC using Terraform, Azure Bicep, or ARM templates.
  • Practical experience with Azure Virtual Networks, Network Security Groups, ExpressRoute/VPN gateways, and Azure Firewall.
  • Current DoD 8570/8140 IAT Level II or III baseline certification (e.g., Security+ CE, CASP+ CE, or CISSP)
  • Strong problem‑solving skills and ability to troubleshoot complex issues
  • Effective communication and collaboration skills

Preferred Qualifications


  • Active Top Secret clearance with SCI eligibility.
  • Microsoft Certified: Azure Solutions Architect Expert, Azure DevOps Engineer Expert, or Azure Security Engineer Associate.
  • Prior direct experience designing or migrating workloads under the Joint Warfighting Cloud Capability (JWCC) contract vehicle.
  • Familiarity with Joint Staff J7 training missions, the Joint Training Enterprise (JTE), or legacy Joint Live, Virtual, and Constructive (JLVC) federation architectures.
  • Hands-on experience with Azure Kubernetes Service (AKS), container security scanning, and modern microservices architecture
  • Experience working directly with cross-functional teams and government stakeholders to align technical development with mission requirements.
  • Strong technical documentation, briefing, and reporting experience

Schedule: M-F; 8-5

Salary Range for VA: $160,000-$190,000
