GENERAL STATEMENT OF DUTIES: To apply psychological principles and techniques in observation, testing and patient contact in order to assist in the diagnosis and treatment of persons in an in-patient or out-patient setting, a general or a psychiatric hospital; or, to serve as a consultant to local school departments in the field of psychological testing and, as required, to provide psychological testing services with emphasis on the testing of children with a physical and/or intellectual and developmental disability; and to do related work as required.

SUPERVISION RECEIVED: Works under the supervision of a professional superior from whom general or specific instructions are received; work is reviewed for technical competence and conformance to given instructions.

SUPERVISION EXERCISED: As required, plans, supervises and reviews the work of professional subordinates and clerical assistants for adequate and competent work performance.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED:

  • To apply psychological principles and techniques in observation, testing and patient contact in order to assist in the diagnosis and treatment of persons in an in-patient or out-patient setting, a general or a psychiatric hospital; or, to serve as a consultant to local school departments in the field of psychological testing and, as required, to provide psychological testing services with emphasis on the testing of children with a physical and/or intellectual and developmental disability.
  • To administer, score and interpret a wide variety of tests, including projective techniques such as the Roschach and Thematic Apperception tests.
  • To determine the capacities, interests, abilities and other personality traits of the person.
  • As required, to supervise the work of psychometrists rendering psychological testing services for general use or in a clinic.
  • To participate in conferences which study and evaluate all the evidence presented and plan treatment programs.
  • To assist in the preparation of informational material relative to the rendering of psychological services for dissemination to the public.
  • To help develop and implement research of a psychological nature.
  • To do related work as required.

REQUIRED QUALIFICATIONS FOR APPOINTMENT:

KNOWLEDGE, SKILLS AND CAPACITIES: A working knowledge of the principles, practices and techniques of clinical and abnormal psychology, learning theory and research methodology as applied when assisting in the diagnosis and treatment of persons; the ability to administer, score and interpret a wide variety of tests, including projective techniques; the ability to plan, supervise and review the work of psychometrists and other professional assistants; and related capacities and abilities.

EDUCATION AND EXPERIENCE:

Education: Such as may have been gained through: graduation from a college of recognized standing and attainment of a Master's Degree in Psychology with major emphasis in Clinical and Abnormal Psychology, including courses with laboratory practice in Psychometry; and

Experience: Such as may have been gained through: employment in a position involving the application of psychological principles and techniques, including projective techniques, under competent supervision.

Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.

Key Functions: Implement and maintain Behavior Support Plans for RICLAS residents in accordance with state and federal regulations. Demonstrated proficiency in conducting clinical assessments to determine appropriate level of care, develop individualized Behavior Support Plans, implement evidence-based clinical interventions, conduct data analysis and reporting. Develop data collection systems, interpret behavioral and clinical data to inform treatment planning, intervention efficacy, ensure restrictive procedures are minimized and documented. Ability to proficiently coordinate and provide training to staff specifically to Behavior Support Plans, data collection and clinical interventions. Lead in-service training for residential and clinical staff on de-escalation techniques, implementation of behavior plans and crisis management. Other assigned training as required. Ability to collaborate across an interdisciplinary team comprised of both internal and external stakeholders. Willingness to become a certified de-escalation trainer preferred. Demonstrated experience supporting individuals with Intellectual and Developmental Disabilities with co-occurring diagnoses. Proficient in best practice treatment modalities to include Trauma Informed Care. Model best practices during staff training, observations and interactions with residents. Prepare clinical recommendations, data collection, analysis and reports for Human Rights Committee and leadership as needed. Facilitate clinical meetings as required. Knowledge of CMS Home and Community Based Services Final Rule, The Olmstead Decision and Division initiatives. Provide clinical and behavioral support and services in the residences and in the community. Statewide travel is required.
Preferred skills:
Extensive work experience within the developmental disabilities field, residential settings, vocational rehabilitation, person-centered planning, and systems-change preferred. Strong communication skills including both written and oral communication. Proficient with Microsoft Office with advanced PowerPoint and Excel skills required. Strong organizational skills.

Skills Required

  • Master's Degree in Psychology with emphasis in Clinical and Abnormal Psychology including psychometry laboratory coursework.
  • Experience applying psychological principles and techniques, including projective techniques, under competent supervision.
  • Ability to administer, score and interpret a wide variety of psychological tests including projective techniques (Rorschach, TAT).
  • Working knowledge of clinical and abnormal psychology, learning theory and research methodology.
  • Ability to plan, supervise and review the work of psychometrists and other professional assistants.
  • Proficiency conducting clinical assessments, developing and implementing individualized Behavior Support Plans, and applying evidence-based clinical interventions.
  • Experience with data collection system development, behavioural/clinical data analysis and reporting (including Human Rights Committee reporting).
  • Ability to train and lead staff on behavior support plans, de-escalation techniques, crisis management and implementation of interventions.
  • Demonstrated experience supporting individuals with intellectual and developmental disabilities, including co-occurring diagnoses; knowledge of CMS HCBS Final Rule and Olmstead Decision.
  • Proficiency in Trauma Informed Care and other best-practice treatment modalities.
  • Proficient with Microsoft Office; advanced PowerPoint and Excel skills.
  • Willingness to become a certified de-escalation trainer.
