- Official designation: ACMS-7 Claims Expert (CP S-03a, S-03b) (SC)
- Brief outline of Terms of Reference (TOR):
1. Manage claims matters and disputes arising for CP s-03a, S-03b.These include, but will not be limited to, Extension of Time and Cost Claims submitted by the Contractor pursuant to Sub-clause 20.1 and other relevant provisions of the Contract. These will include both EOT and Cost Claims.
2. Manage DB related matters for CP S-03a, S-03b.
3. Report to Senior Claims Expert (Chief Contract-Financial Manager, until SCE is appointed) on all claims and DB related matters for CP S-03a, S-03b.
4. Maintain close coordination with Contract Manager (CP S-03a, S-03b) for gathering assessment of claims correspondences, preparation of Engineer's determinations, and finalization of positions papers for the DB.
Qualifications & Experience
- Bachelor’s degree in Engineering, Law, Quantity Surveying, or related field (Master’s degree an advantage).
- Minimum 8–12 years of claims and contractual experience, with at least 5 years in railway, metro, LRT/MRT, or large infrastructure projects.
- Strong background in delay analysis, claims preparation, and dispute resolution.
- Expertise in FIDIC and railway-sector contracting frameworks.
- Proven experience handling multi-package, multi-interface projects.
Skills & Competencies
- Proficiency in delay analysis methodologies and scheduling software (Primavera P6 required).
- Strong analytical and forensic investigation skills.
- Excellent writing and report-building skills for claim narratives.
- Strong negotiation and communication capabilities.
- High attention to detail and ability to manage strict deadlines.
- Advanced Excel, cost analysis, and documentation skills.
