The main purpose of this role is to lead IP(Infrastructure Platforms) in China LIB, and to support and maintain the technical infrastructure ensuring that:
- the service is delivered as agreed to all Lines of Business (LoB)
- all projects are managed according to plan
- the operational risk environment is managed and reported appropriately
- costs are managed
- that there is an active program to train and develop staff for career development.
The role is a key influence across all other technology functions, ensuring that engineering and support standards are maintained. This involves communicating at every level in the organization, reporting into the location technology operating committee and other business forums as appropriate.
Responsibilities
1. Location:
- Act as a communication point to the LOBs, Senior Management Leadership groups and represent IP to the location technology function at the LOC (Location Operating Committee).
- Represent the technology function to all vendor and outside service relationships, speaking at functions representing JPMC when invited.
- Perform a senior Technology advisory role to location and business leaders within the location.
- Provide escalation point for technology in location.
- Capture demand in location by engaging with the local business and communicate this to relevant IP areas.
- Support legal, regulatory, and compliance requirements for LoBs.
2. Service Delivery and Projects:
- Understand the service delivery profile of the location for all tower groups in IP and the Business Aligned Infrastructure groups (BAI). Ensure the service that is provided matches the requirements of all LOBs (Lines of Business) through regular reporting reviews and improvement programs.
- Facilitate the infrastructure management group to ensure that communication lines are
- maintained with all stakeholders, and that regular meeting structures, agreed reporting and governance are all in place and is being maintained.
- Manage and facilitate the process of incident management of the location whenever service issues are discovered, reacting to all alerts as appropriate; ensure that the right level of support is available, on-call, 24x7.
- Establish strong linkage with regional / global teams to leverage common processes, function and resources to manage to global service delivery targets.
3. Risk Management:
- Understand and manage the risk profile of the location, providing updates and reporting as required. Report to the location operating committee and regional risk management when required.
- Monitor and engage all risk forums for the location, ensuring adherence of the control environment and that all local towers follow respective and resultant action plans, ensure all location Managers sign off and approve their respective controls, creating evidence as necessary.
- Represent the location in scope discussions escalation of issues and draft report status of all internal and external audits, in conjunction with the regional tower and BAI leads.
- Represent the location technology groups in discussion with regulators, ensuring that all technology is setup appropriately under the guidelines provided by those regulators for all technology groups.
- Provide overall responsibility, oversight, direction and leadership for business continuity and disaster recovery activities within location.
4. Financial:
- Ensure that the financial aspects of the location are managed. Conduct regular reviews with all tower Managers so that the plan is correct, that expenses are being booked correctly and that any variance is explained.
- Ensure that asset management processes and procedures are implemented and followed at all times.
- Ensure all staff resources are in plan, and are under contract, as appropriate. Conduct regular reviews with all tower Managers to ensure location is covered.
5. People Management:
- Ensure that a career and staff development program is in place, such that all employees have an opportunity to grow and improve in their respective roles.
- Ensure regular reviews are conducted, which should include objective setting and follow up, quarter, mid and end of year appraisals. IP lead to advice towers on talent in location.
- Lead and deliver at local staff forums, present global, regional and location news and updates so that staff feel engaged in the progress of the organization.
- Contribute to the support network within JPMC by conducting coaching and mentoring to all levels locally and remotely.
- Deliver leadership training and development to all Managers and VP’s
Qualifications / Experience:
- Fluency in written and spoken Chinese and English
- In excess of 15 years IT experience, the majority of which should be in an infrastructure role, preferably within the financial services sector.
- Familiar with line of products within IP a big plus, able to lead the team and work with broad IP team ensure LIB production stability.
- A strong team player with excellent interpersonal skills, communication skills. Logical thinking, details driven and well ordered.
- In excess of 10 years demonstrated experience at a management level, being able to articulate proven staff development and growth success
- Experienced in working in an influential role, specific experience in senior roles with no direct reporting relationships with subordinate staff would be an advantage
- Experience in managing vendor and supplier relationships
- Experience in working in Asia Pacific liaising and communicating at all levels across the region
- Strong communicator able to create and maintain people relationships
Skills Required
- Fluency in written and spoken Chinese and English
- More than 15 years IT experience, majority in infrastructure (preferably financial services)
- More than 10 years demonstrated experience at a management level
- Experience managing vendor and supplier relationships
- Experience working across Asia Pacific, liaising and communicating regionally
- Experience in risk management, regulatory/compliance support, business continuity and disaster recovery
- Strong interpersonal, communication, leadership, coaching and staff development skills
- Familiarity with IP product lines and ensuring LIB production stability
- Experience in senior influential roles without direct reporting relationships
