Job Description

The New York City Department of Transportation (DOT) is seeking an experienced, strategic, and highly motivated professional to serve as Chief of Staff to the Associate Commissioner of Budget and Capital Program Management (BCPM). Reporting directly to the Associate Commissioner, the Chief of Staff will help lead a division responsible for managing DOT's approximately $34 billion Ten-Year Capital Program, $1.6 billion operating budget, capital financial planning, project performance, grants administration, and agencywide budget and capital strategy.
The Chief of Staff will play a central role in overseeing executive operations within the division, coordinating high-priority initiatives, and ensuring effective collaboration across engineering, construction, finance, procurement, planning, and executive leadership. This position offers a unique opportunity to influence the planning, funding, and delivery of critical transportation infrastructure projects while helping shape the agency's financial and operational strategy.
Responsibilities include, but are not limited to:
- Serve as the principal strategic advisor to the Associate Commissioner on capital program management, budget, operational, and organizational priorities.
- Coordinate oversight of DOT's Capital Program, including the Ten-Year Capital Strategy, Capital Commitment Plan, capital planning, commitments, cash flow forecasting, project performance, and capital reporting.
- Monitor the progress of major capital initiatives, identify risks related to funding, schedule, scope, and delivery, and develop strategies to keep projects advancing.
- Coordinate with engineering, project management, construction, finance, and planning divisions to improve capital program performance and strengthen project delivery.
- Support agencywide coordination with the Office of Management and Budget (OMB), the Mayor's Office, the Department of Design and Construction (DDC), the Metropolitan Transportation Authority (MTA), the Economic Development Corporation (EDC), and other partner agencies on capital planning and funding initiatives.
- Assist in the development and execution of DOT's budget, Financial Plan, and agencywide fiscal strategies.
- Lead executive-level analyses of capital, financial, and operational issues to support strategic decision-making.
- Prepare briefing materials, presentations, reports, testimony, and correspondence for executive leadership, City Hall, and external stakeholders.
- Coordinate cross-divisional initiatives involving Budget, Capital Program Management, Grants & Fiscal Management, Procurement, Engineering, Finance, and other DOT divisions.
- Track strategic initiatives and executive priorities, ensuring accountability, timely execution, and effective communication across the organization.
- Develop performance metrics, reporting tools, and management processes that improve oversight of both capital and operating programs.
- Represent the Associate Commissioner in meetings with City officials, external agencies, elected officials, consultants, and other stakeholders, as appropriate.
- Perform other related duties as assigned.

Qualifications

1. A baccalaureate degree from an accredited college or university and five years of full-time paid experience acquired within the last fifteen years, of supervisory or administrative experience including handling of business promotion or urban economic problems, at least 2 years of which must have been in a managerial or executive capacity with primary focus on business promotion or urban economic planning; or
2. A satisfactory equivalent combination of education and experience. However all candidates must have 2 years of managerial or executive experience as described in "1" above.
Appropriate graduate study in an accredited college or university may be substituted for the general experience on a year-for-year basis. All candidates must have a four-year high school diploma or its equivalent approved by a State's Department of Education or a recognized accrediting organization.
