Position Summary

The Chief Human Resource Officer (CHRO) serves as a strategic member of the executive leadership team and is responsible for developing and executing a comprehensive people strategy that supports the organization’s mission, vision, and values. This role oversees all aspects of human resources including talent acquisition, employee engagement, leadership development, performance management, compensation and benefits, and organizational culture. The CPO ensures that the organization attracts, develops, and retains a high-performing workforce while fostering a people-centric environment where every team member can thrive.


Essential Functions/Job Expectations

Strategic Executive Leadership

  • Serve as a member of the Executive Leadership Team and contribute to organizational strategy and decision-making.
  • Lead change management initiatives that support organizational growth and sustainability.
  • Develop workforce strategies that align with organizational goals and service delivery objectives.

People Strategy and Organizational Development

  • Develop and implement a comprehensive people strategy aligned with the agency's mission, vision, values, and strategic plan.
  • Evaluate workforce needs and develop talent strategies to support organizational growth.
  • Establish and monitor employee engagement and retention initiatives.
  • Foster a culture of accountability, collaboration, and continuous improvement.

Human Resources Leadership

  • Provide leadership and oversight to all human resources functions including recruitment, onboarding, compensation, benefits, employee relations, performance management, and staff development.
  • Supervise and support Human Resources staff while ensuring effective service delivery across the organization.
  • Ensure compliance with employment laws, regulatory requirements, and agency policies.

Leadership Development and Organizational Culture

  • Design and oversee leadership development programs that strengthen supervisory and management effectiveness.
  • Partner with agency leaders to identify talent development opportunities and succession planning needs.
  • Promote a culture of continuous learning and professional growth.

HR Technology and Data Management

  • Serve as the primary administrator or strategic lead for the HRIS system.
  • Ensure data integrity and reporting accuracy.
  • Utilize workforce metrics to support organizational decisions.

Qualifications/Credentials/Experience:

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Development, or a related field required.
  • Master’s degree in Human Resources, Organizational Leadership, Business Administration, or related field preferred.
  • SHRM-CP, PHR, or SPHR certification preferred.
  • Minimum of five (5) years of progressive experience in the human resources field.
  • Strong track record in:
    • Effective change management and organizational transformation.
    • Implementation and administration of Human Resources Information Systems (HRIS), preferably Paycom.
    • Developing and implementing leadership development initiatives.
    • Shaping and sustaining organizational culture.
    • Aligning workforce strategy with the organization’s mission, vision, and values.
    • Working within or supporting nonprofit organizations and understanding nonprofit workplace culture.
    • Comprehensive knowledge of employment laws, HR best practices, and workforce management principles.
    • Ability to build strong relationships and collaborate effectively with leadership and staff.
    • Excellent communication, facilitation, and conflict resolution skills.
    • Ability to manage multiple initiatives and lead organizational change effectively.

Salary

  • Salary starts at $72,000 commensurate with education and experience

Skills Required

  • Bachelor's degree in Human Resources, Business Administration, Organizational Development, or related field
  • Master's degree in Human Resources, Organizational Leadership, Business Administration, or related field
  • Minimum of five (5) years of progressive experience in the human resources field
  • Experience leading change management and organizational transformation
  • Implementation and administration of Human Resources Information Systems (HRIS), preferably Paycom
  • Developing and implementing leadership development and succession planning initiatives
  • Experience working within or supporting nonprofit organizations and understanding nonprofit workplace culture
  • Comprehensive knowledge of employment laws, HR best practices, and workforce management principles
  • Ability to build strong relationships, collaborate with leadership and staff, and manage employee relations
  • Excellent communication, facilitation, conflict resolution, and time-management skills
  • Supervisory experience overseeing HR staff and service delivery
  • SHRM-CP, PHR, or SPHR certification
