Management Sciences for Health (MSH) is seeking a Chief of Party for a potential 5-year New Health Activity program in Afghanistan. This project aims to increase equitable access to and utilization of quality health and nutrition services and adoption of healthy behaviors, especially for women and children in Afghanistan.

This position is subject to project award and funding.
OVERALL RESPONSIBILITIES
The Chief of Party (COP) shall be responsible for the overall leadership, management, and performance of the program and will oversee the implementation of the award. S/he will act as the principal interlocutor with USAID and key stakeholders, partners, and donors and will ensure the program meets stated goals and reporting requirements. The COP takes the leadership role in coordination among various partners, and sub-recipients and/or contractors.
SPECIFIC RESPONSIBILITIES
Project Performance and Results:
- Oversees implementation of program activities and provides high quality technical and strategic leadership, managerial oversight, and administration of the project, ensuring high program performance.
- Serves as the primary project liaison from MSH to the donor and stakeholders and counterparts and is accountable for the achievement of results, ensuring quality technical assistance and performance is maintained at the highest standard, and that all project objectives, deliverables, and expected results are met.
- Safeguard MSH’s reputation by ensuring that financial, contractual, technical, and political integrity is maintained and strengthened.
Technical Strategy and Vision:
- Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, MEL plan and annual work plans as per contract/agreement requirements, MSH technical frameworks and standards, and guidelines.
- Ensure appropriate and timely documentation and dissemination of key results, lessons, and deliverables for maximum project impact, learning, and business development using a variety of communication strategies and media.
Project and People Management:
- Ensure effective consortium management and contract/agreement implementation in strict compliance with contract/agreement clauses, MSH and donor policies and Standard Operating Procedures (SOPs).
- Ensure project staffing, structure and reporting relationships are aligned with project needs, local context, and available resources.
- Oversee human resource management and manage and mentor the project team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, supportive supervision, rewards, training, coaching and career development support.
Client and other Stakeholder Relationships:
- Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and subcontractors, suppliers and partners.
- Provide effective and timely responses to inquiries and concerns.
- Identify and keep track of new business opportunities, communicating them to the relevant internal MSH stakeholders.
Coordination and Synergy:
- Collaborate with the MSH Country and Organizational Leadership as required in activities organized in the context of MSH representation in country.
- Ensure harmonious collaboration with and cost-effective use of shared services at the headquarters and country levels.
QUALIFICATIONS
- Master’s degree in public health, administration, or a related discipline (MPH, MBA or other).
- Minimum of 10 years’ experience in managing and implementing complex health systems strengthening, and/ public health programs in developing countries in a senior leadership position. At least three (3) years’ experience shall be within a conflict or post-conflict country. Experience in Afghanistan preferable.
- Demonstrated diplomatic, management, and interpersonal communication skills to ensure internal coherence among diverse team members and sub-partners as well as relations with counterparts, implementing NGOs, , civil society, private sector and other stakeholders, such as cross-sector partners.
- Demonstrated leadership and management abilities for programs in similar size and complexity.
- Demonstrated strategic planning and visioning skills.
- Familiarity with United States Government/USAID regulations and administrative procedures in the implementation of donor assisted projects.
- Proven record of aligning diverse, multi-level teams with project mission and vision. Track record of strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively, proactively, and comfortably with stakeholders, s, NGOs, private sector groups, USAID, CAs, and donor organizations.
- Demonstrated strategic agility, diplomacy, conflict management, team building, written and oral communication, and negotiation skills.
- Fluency in English.
