The Chief of Party (COP) will provide overall leadership and direction to the anticipated USAID funded Global Health Security project in the Philippines. S/he will provide technical and management leadership to the bilateral project and ensure the successful implementation of the work plan and achievement of the project’s targets and goals. The COP will serve as the principal liaison with USAID and will be responsible for aligning project activities with country and global standards, ensuring compliance with all relevant policies and regulations, and representing the project to stakeholders, including donors, government entities, and private sector partners. S/he will ensure that technical efforts are evidence-based and community-driven and will contribute to the deliverables in the country.

KEY RESPONSIBILITIES:
- Provides leadership to the project team in technical and operational aspects, including planning and implementation, ensuring clarity over plans and priorities, and encouraging effective teamwork.
- Provides overall project leadership, management, and technical direction while ensuring compliance with USAID requirements, as well as FHI 360 policies and procedures.
- Guarantees the efficient and effective use of resources to achieve the desired project results, monitoring the work plans, budgets, and finances in accordance with the donor's (USAID) procedures.
- Manages a multidisciplinary team of senior technical, operational, compliance, and financial staff.
- Communicates and collaborates with USAID/Philippines and other key stakeholders from main involved departments (Department of Health, Agriculture and Environment and Natural Resources), facilitating coordination and collaboration with government bodies, civil society, and private sector entities to ensure integrated and complementary efforts.
- Leads the development of all project deliverables, including annual work plans and annual and final project reports, and ensures timely and accurate reporting that aligns with USAID guidelines and branding requirements.
- Provides guidance and mentoring to senior technical staff, promoting leadership and technical expertise in Global Health Security.
- Represents the project at national, regional, and international forums, including conferences, policy briefings, and networking events.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
- Usual office working conditions.
- Ability to travel domestically at least 25%.
MINIMUM QUALIFICATIONS:
- At least a Bachelor's Degree (although Master's Degree strongly preferred) or international equivalent in public health, global health, human health/medicine, animal health/veterinary medicine, environmental health, or other related fields.
- At least 12 years of successful experience managing and implementing large-scale USAID or other donor-funded projects in complex environments, preferably as a Chief of Party or in a similar leadership role.
- At least 8 years of experience in one or more of the following areas: infectious disease epidemiology and surveillance, emerging infectious diseases prevention and management, antimicrobial resistance, health systems strengthening, zoonotic diseases, or risk communication.
- Demonstrated strong ability to lead diverse teams, manage complex projects, and solve problems effectively.
- Proven experience leading a project through evidence and data-driven decision-making.
- Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, country health staff, international and national development partner organizations, and the USAID mission.
