Overview

The Chief Operating Officer (COO) serves as the principal operations executive, providing strategic leadership and operational oversight to drive excellence across the company. Reporting directly to the Chief Executive Officer (CEO), the COO is responsible for designing, implementing, and optimizing business operations to ensure the efficient delivery of high-quality contract services.

Organizational Structure

The COO is supported by:

  • Deputy Operating Officer (DOO)
  • Systems Administrator (SA)
  • Program Managers (PMs)
  • Site Managers (SMs)

Key Responsibilities

1. Strategic Leadership
  • Translate corporate strategy and growth objectives set by the CEO and partners into operational plans, procedures, and execution timelines
  • Set and drive operational performance goals aligned to corporate objectives set by executive leadership
  • Enforce policies that support company culture and operational standards
  • Evaluate operational performance using data-driven analysis and report findings and recommendations to the CEO
2. Operational Management
  • Oversee day-to-day corporate operations to ensure seamless execution
  • Manage relationships with partners and vendors to enhance business efficiency
  • Lead the Operations Department, ensuring effective execution at all levels
  • Implement and oversee the Program Manager and Site Leadership Training Plan
  • Institute process improvements to optimize operational efficiency
  • Allocate resources strategically across departments and projects
  • Oversee Headquarters office management and administrative functions
3. Performance Management
  • Define and measure Key Performance Indicators (KPIs) for operational success
  • Foster a culture of high performance, teamwork, and accountability
  • Implement the Company's Performance Management Program to drive workforce engagement
  • Encourage cross-functional collaboration to enhance efficiency
  • Develop and refine operating policies and standard procedures
4. Business Growth and Development
  • Partner with the CEO and Chief Growth Officer on pipeline planning, capture strategy, and new business development
  • Own operational readiness for recompetes on existing contracts
  • Ensures incumbent performance data, staffing continuity, and delivery track record are positioned to defend against loss
  • Support proposal development by ensuring operational feasibility, staffing models, and delivery capacity align with pricing and technical volumes
  • Identify operational efficiencies and capacity that support new business pursuits and expansion into adjacent training enterprise customers
  • Contribute program performance data and past-performance narratives to support proposal and capture efforts
5. Workforce Development
  • Partner with Human Resources to oversee onboarding, training, and talent acquisition
  • Drive the Company's Talent Management and Professional Development Programs
  • Oversee workforce management, engagement, and retention strategies

Requirements

Qualifications & Experience

  • Proven experience in defense contracting operations management preferred
  • Strong leadership and executive management capabilities
  • Demonstrated success in implementing operational excellence initiatives
  • Sound judgment and independent decision-making
  • Collaborative operating style working effectively across the partner team, PMs, and site leadership
  • Professional maturity handling conflict, setbacks, and ambiguity 
  • Exceptional communication and interpersonal skills
  • Strong strategic planning, execution, and financial management skills

Desired

  • Government contracting and compliance experience
  • SCA/labor compliance background (Candidates with direct experience here are strongly encouraged to highlight it)
  • Military experience at the O-5 and above level 

Performance Metrics

The COO's effectiveness will be measured based on:

  • Program-level gross margin and profit margin performance against targets, with red-flag identification for contracts trending below threshold
  • Contract service delivery quality and timeliness (on-time, in-scope delivery rate across active PWS)
  • SCA classification accuracy and time-to-resolution on labor compliance disputes
  • Workforce retention and turnover rates (adjusted, per HR dashboard methodology) against SHRM benchmarks
  • Successful implementation of management/QMS programs on stated timelines
  • Crisis resolution time and outcome quality on operational incidents
