The Chief Information & Technology Officer (CITO) provides strategic and operational leadership for all technology services supporting Shriners International. The role is responsible for developing and executing the organization's technology vision, ensuring technology investments align with business and membership objectives, and identifying opportunities to improve operations, enhance member services, reduce costs, and strengthen security.

The CITO leads the Fraternal Information Services (FIS) function, directly managing a headquarters-based technology team and providing indirect support to Shrine temples and business offices throughout the organization. Key areas of responsibility include enterprise applications and platforms (such as WebFez, WebFez HQ, MDS, and Mobile Noble), help desk operations, budgeting, vendor management, disaster recovery planning, software licensing compliance, cybersecurity, privacy, and physical security.

The position works closely with leadership across Shriners International and Shriners Children's to assess technology needs, coordinate projects, and ensure effective technology support. Responsibilities include overseeing the full technology lifecycle, from requirements gathering and solution design through implementation, training, maintenance, and ongoing support for both internally developed and vendor-provided systems.

Key Responsibilities:

  • Direct and oversee all Fraternal Information Services operations and personnel.

  • Manage staffing, including hiring, promotions, performance management, coaching, and succession planning.

  • Establish departmental goals and ensure performance expectations are met or exceeded.

  • Provide guidance, mentorship, and leadership to employees and managers across the function.

  • Develop and manage the annual FIS budget.

  • Monitor technology, cybersecurity, and data privacy risks affecting organizational systems and information assets.

  • Assess emerging threats, regulatory changes, and industry best practices related to information security and sensitive data handling.

  • Develop, implement, and maintain privacy, security, and risk management policies and procedures.

  • Ensure compliance with applicable laws, regulations, and organizational standards governing information security and data protection.

  • Lead the evaluation and adoption of new technologies that improve organizational effectiveness and security.

  • Identify opportunities to leverage technology to support business objectives and improve operational efficiency.

  • Develop business cases and analyses for major technology investments.

  • Evaluate, recommend, and select technology solutions, vendors, hardware, software, communications systems, consulting services, and systems integration partners.

  • Conduct cost-benefit analyses, price-performance evaluations, and comparative assessments to support purchasing decisions.

  • Serve as a technical advisor on selection committees and strategic technology initiatives.

  • Act as the primary liaison between Shriners International and Shriners Hospitals Information Services, as well as other departments.

  • Foster collaborative relationships to ensure effective sharing of information, technology resources, security practices, and organizational policies.

  • Provide expert consultation on technology, cybersecurity, privacy, and information management matters.

Required Qualifications:

  • Bachelor's Degree in Computer Science

  • Thorough knowledge of MS personal productivity software and MS operating systems

  • Strong background in GUI type software development tools (MS Visual Studio)

  • Experience with SQL and relational database systems

  • Ability to blend user requirements and interests into satisfactory and acceptable programs

  • Ability to produce documentation and training materials using MS Word and other software products. 

Preferred Qualifications:

  • 5 years of management/supervisory experience in project management

  • 8 or more years of programmer analyst experience in software development and support 

  • Knowledge of accounting and accounting systems (Sage and QuickBooks) 

Skills Required

  • Bachelor’s degree in Computer Science
  • Thorough knowledge of Microsoft personal productivity software and Microsoft operating systems
  • Strong background with GUI software development tools, including Microsoft Visual Studio
  • Experience with SQL and relational database systems
  • Ability to translate user requirements and interests into satisfactory programs
  • Ability to produce documentation and training materials using Microsoft Word and other software
  • Five years of management or supervisory experience in project management
  • Eight or more years of programmer analyst experience in software development and support
  • Knowledge of accounting and accounting systems, including Sage and QuickBooks
