Contingent Upon Contract Award
SOS International LLC is seeking a Chief of Engineering who will provide senior‑level leadership, technical oversight, and strategic direction for all engineering, infrastructure, and technical‑systems functions that support the emergency‑response mission. This role ensures that SOSi engineering capabilities—including facility readiness, deployable systems, power and utilities, communications infrastructure, and specialized technical assets—are fully operational, compliant, and ready for rapid deployment during public health emergencies and disasters.
The Chief of Engineering serves as the principal engineering advisor to the SOSi Program Manager (PM) and plays a critical role in supporting SOSi’s national preparedness and response operations.
Duties:
- Engineering Leadership & Technical Oversight: Leads all engineering functions supporting SOSi’s ERSS operational capabilities, including mechanical, electrical, structural, and systems engineering. Oversees the design, maintenance, testing, and readiness of deployable infrastructure such as mobile medical units, field hospitals, power systems, and environmental‑control systems. Establishes engineering standards, technical policies, and lifecycle‑management plans for ERSS assets. Provides expert guidance on engineering feasibility, risk, and operational impacts.
- Infrastructure & Systems Readiness: Ensures all ERSS technical systems are maintained in a deployable, mission‑ready state. Oversees preventive maintenance, inspections, and certification of equipment and facilities. Manages engineering support for emergency deployments, including site assessments, power and utilities planning, and infrastructure setup. Coordinates with logistics, operations, and medical teams to ensure engineering solutions meet mission requirements.
- Technical Integration & Innovation: Leads integration of new technologies, engineering solutions, and modernization initiatives to enhance ERSS capabilities. Evaluates emerging technologies relevant to field operations, mobile infrastructure, and emergency response. Oversees testing, validation, and fielding of new engineering systems.
- Interagency & Stakeholder Coordination: Serves as the primary engineering liaison with federal, state, local, tribal, territorial, and private‑sector partners. Coordinates engineering support with agencies such as FEMA, DoD, USACE, and HHS components. Represents ERSS and SOSi in technical working groups, planning committees, and interagency engineering forums.
- Compliance, Safety & Documentation: Ensures compliance with federal engineering standards, safety regulations, and environmental requirements. Oversees development of engineering SOPs, technical manuals, and readiness documentation. Conducts engineering risk assessments and supports after‑action reviews.
- Program & Resource Management: Manages engineering budgets, procurement actions, and contract requirements. Oversees contractor performance related to engineering services, maintenance, and technical support. Leads workforce planning, training, and development for engineering staff and technical teams.

Minimum Qualifications:
- Bachelor’s degree in electrical, mechanical, or civil engineering.
- 5 years of experience in engineering services supporting emergency response, deployable infrastructure, and power and mission critical systems.
- Experience supporting emergency response, deployable infrastructure, or mission‑critical systems.
- U.S. citizenship required.
- May have to obtain and maintain a Public Trust or Secret clearance (depending on customer).
Preferred Qualifications:
- 10 years of experience and Professional Engineer (PE) license preferred.
- 7 years of specific experience supporting emergency response, deployable infrastructure, or mission‑critical systems.
- Master’s degree in engineering, emergency management, public health, or related field is desirable.
- Experience supporting emergency response, deployable infrastructure, or mission‑critical systems.
- Familiarity with federal emergency‑response operations (HHS, FEMA, DoW, USACE, DHS) strongly preferred.
Work Environment
- Travel, including deployment to emergency sites, is required.
- Position may require irregular hours during emergency activations
