Role Overview

A seasoned Change Management Consultant is required to develop and deliver strategic and tactical change management plans and products that build awareness, foster collaboration, and increase user adoption of an enterprise digital platform.

The consultant will assess organizational readiness, identify barriers to effective system usage, and develop implementation strategies that help stakeholders understand, embrace, and effectively use technology solutions. The successful candidate will work closely with business stakeholders, product teams, governance bodies, and project resources to support the rollout of new functionality, business process changes, and continuous improvement initiatives.

This role focuses on change planning, stakeholder engagement, communications, adoption measurement, business readiness, and change execution.


Key Responsibilities

  • Assess current adoption levels and organizational readiness.
  • Identify barriers to adoption and develop targeted change strategies.
  • Develop and implement change management frameworks, strategies, and plans.
  • Build awareness and engagement through communication and stakeholder outreach.
  • Create and execute stakeholder engagement strategies.
  • Develop communication, training, sponsorship, coaching, and resistance management plans.
  • Lead stakeholder impact assessments, readiness assessments, and change risk assessments.
  • Support implementation of new functionality, product enhancements, and business process improvements.
  • Work collaboratively with project managers, business analysts, leadership teams, and other project contributors.
  • Facilitate workshops, stakeholder consultations, focus groups, and feedback sessions.
  • Develop executive presentations, briefings, newsletters, FAQs, user guidance materials, and change updates.
  • Establish adoption measurement frameworks and monitor change effectiveness.
  • Track adoption, utilization, engagement, and business readiness metrics.
  • Support governance processes, executive reporting, dashboards, and progress updates.
  • Conduct post-implementation reviews and continuous improvement assessments.
  • Provide coaching and guidance to leaders and stakeholders throughout the change lifecycle.
  • Build stakeholder consensus and drive alignment toward organizational objectives.
  • Support leadership teams in championing change initiatives and adoption goals.

Required Qualifications

Experience

  • Minimum 10 years of organizational change management experience.
  • Minimum 5 years supporting enterprise business changes and/or digital transformation initiatives.
  • Experience developing user adoption and engagement strategies for enterprise applications.
  • Experience conducting organizational readiness assessments and stakeholder impact assessments.
  • Experience leading change management initiatives supporting enterprise-wide business changes, CRM solutions, and digital platforms.
  • Experience assessing adoption challenges and developing strategies to improve uptake, engagement, and business outcomes.
  • Experience supporting implementation of new system functionality, enhancements, and releases.
  • Experience working in public sector, broader public sector, or similarly regulated environments.

Certifications

  • Prosci, CCMP (ACMP), or equivalent change management certification.

Change Management Expertise

  • Organizational change management strategy and execution.
  • Stakeholder engagement and adoption planning.
  • Business readiness planning.
  • Change impact and risk assessment.
  • Resistance management.
  • Adoption measurement and reporting.
  • Continuous improvement practices.

  • Experience developing communication strategies and plans.
  • Ability to engage executive, business, operational, and technical stakeholders.
  • Experience creating executive briefings, presentations, newsletters, FAQs, and user communications.
  • Strong facilitation, consultation, and workshop leadership capabilities.
  • Ability to communicate complex concepts to both technical and non-technical audiences.

Governance & Performance Measurement

  • Experience supporting governance structures and approval processes.
  • Experience establishing KPIs and adoption metrics.
  • Experience developing executive dashboards and reporting.
  • Experience leveraging data to assess adoption trends and effectiveness.
  • Experience conducting post-implementation reviews and lessons learned exercises.

Must-Have Skills

  • Demonstrated experience leading enterprise-wide change management initiatives.
  • Experience supporting CRM solutions and digital transformation programs.
  • Experience assessing adoption barriers and developing adoption strategies.
  • Experience using structured change management methodologies such as:
    • Prosci ADKAR
    • ACMP
    • Kotter
    • Equivalent frameworks
  • Strong stakeholder engagement and consensus-building capabilities.
  • Minimum 10 years of change management experience.
  • Minimum 5 years supporting enterprise transformation initiatives.

Nice-to-Have Skills

  • Understanding of public sector governance, privacy, accessibility, compliance, and stakeholder management requirements.
