Job Description:

Details of the Division and Team:

Our Corporate Affairs & Strategy (CA&S) division is dedicated to bringing strategy and stakeholder engagement closer together, enhancing our ability to enable business and inform strategic decisions. CA&S consists of five functions with a global presence: Strategy & CEO Office, Communications & CSR, Government & Public Affairs (G&PA), Global Brand & Marketing, and Regulatory & Exam Management (REMG).

We are seeking an experienced and strategic individual to join our APAC REMG team. This function supports and enhances DB’s relationships with regulators in the region in their supervisory capacity, focusing on strategic engagement, coordination of group-wide matters, increasing transparency and appropriate escalation. There is heightened focus on HKMA, SFC and MAS, but APAC RMG provides support to the region as a whole. APAC RMG does not manage day-to-day regulatory interactions.

APAC RMG works closely with colleagues in Regional Management, Compliance and other stakeholders across the Bank, as well as with REMG teams in Germany, the US and UK and the REMG Central Team.

This role reports to the Regional Head of REMG and G&PA, APAC and will provide central support within APAC RMG as the group continues to support senior management, key global and regional stakeholders and Principal Points of Contact (who manage day-to-day regulatory engagement).

What we will offer you:

A healthy, engaged and well-supported workforce is better equipped to do their best work and, more importantly, enjoy their lives inside and outside the workplace. That’s why we are committed to providing an environment with your development and wellbeing at its center.

You can expect:

  • Flexible benefits plan including virtual doctor consultation services

  • Comprehensive leave benefits

  • Gender Neutral Parental Leave

  • Hybrid working arrangement

  • 25 days of annual paid leave, plus public holiday

  • A culture of continuous learning to aid progression

Your key responsibilities:

  • Supporting and enhancing provision of meaningful MI to Management Board and other stakeholders on regulatory interactions, including key monthly and quarterly reports.

  • Identifying trends and changing expectations of APAC regulators working with those managing local relationships and maintain current view on significant matters and remediation.

  • Briefing and preparing materials to support APAC senior management (e.g. APAC CEO) engaging with stakeholders on APAC supervisory matters; both internal (e.g. Supervisory Board) and external (e.g. with ECB and other regulators).

  • Preparing briefings to support DB Management and Supervisory Board engagement with regulators in APAC, ensuring sufficient background and understanding of regulatory priorities, issues and remediation as appropriate.

  • Working closely with other parts of RMG, Compliance, Legal and other relevant matters on issues management and notifications, so that regulators are provided with relevant and consistent information in a timely and coordinated fashion. Provide feedback and challenge as needed to ensure fit for purpose.

  • Coordinating responses to extra-territorial or group level queries – ensuring appropriate escalation, stakeholder engagement and fit-for-purpose information/tone.

  • Providing advice on key aspects of regulatory management – e.g. expectations set out in Policy on Engagement with Supervisory Authorities, handling of Confidential Supervisory Information, etc.

  • Engaging with RMG colleagues on a cross-regional basis on RMG-wide projects and management of issues as needed. Undertaking ad hoc work/projects as directed.

  • Key role in preparing and coordinating multi-regulators events – e.g. annual APAC Supervisory College or any ad-hoc college.

  • Supporting consistent approach to tracking regulatory interaction (using GFMS), including awareness-raising, review/feedback, addressing queries and ‘gate-keeper’ for access.

  • Reviewing and updating local policies and procedures as directed, reflecting the global policies and Key Operating Principles of RMG while fit for purpose in APAC context. Maintaining related regional documents.

People Management

  • No direct people management. However, expected to demonstrate leadership skills and collaboration to support RMG’s objectives and strategy. This includes provision of high quality feedback and coaching of others as appropriate, promoting DB’s values and contributing to the achievement of a high performance culture.

Your skills and experience:

  • Minimum 10 years of experience with at least 5 years of experience working with regulators/supervisors in the APAC region - either working for a regulator in a supervision role and/or in a role facing financial services regulators.

  • Experience in delivering or managing cross-institutional work (in a bank or regulator) working with stakeholders in multiple locations.

  • Experience in working with senior management (regional / global or both) – acting in an advisory capacity and with evidence of providing briefing (oral/written) and other targeted materials like MI.

  • Excellent relationship management skills, with strong stakeholder awareness and engagement.

  • Understanding of regulators/supervisors’ expectations and priorities. Ability to critically assess information and identify what regulators/supervisors need.

  • Experience of working in APAC region and with others across multiple locations. Able to build trust and sustain relationships, handle conflict and pressure, deal with sensitive tasks and issues. Sensitive to cultural differences and able to build and maintain relationships remotely.

  • Demonstrably sound judgement, able to strike balance between being accountable and escalation.

  • Mature self-starter, with the ability to take the initiative and direct others, while maintaining positive working relationships.

  • Excellent communication skills (oral and written), adaptable to a range of contexts and stakeholders. Ability to understand and express complex ideas and arguments clearly and effectively, with excellent attention to detail.

  • Strong track record of delivery; able to manage multiple projects and competing demands, prioritise effectively, and manage expectations.
