Job Description

Under the leadership of the principal, and with support from the Office of Special Education Services, the Department Chairperson will perform duties/functions that ensure special education services are provided for students with disabilities in compliance with district, state, and federal requirements.

Responsibilities

  1. Provides feedback to teachers regarding effective instruction and utilization of a variety of
  2. instructional/behavioral techniques and educational media
  3. Establishes and maintains open lines of communication with students, parents, and staff members
  4. Acts as liaison between administrators, campus departments, and staff to facilitate effective implementation
  5. of instructional and behavioral services for students with disabilities
  6. Attends Special Education Department Chair meetings
  7. Conducts regularly scheduled department meetings for special education staff on operating
  8. procedures/strategies for special education services
  9. Collaborates with campus administration to ensure teacher/staff compliance with documentation of services and district curriculum/initiatives
  10. Utilizes results-based accountability and data-driven decision making processes to assure that students with disabilities are making progress and graduating at a comparable rate as their non-disabled peers
  11. Follows procedures identified by the Office of Special Education Services to increase district performance levels on State Performance Plan (SPP) and Performance Based Monitoring Analysis System (PBMAS) indicators
  12. Provides leadership for collecting and reviewing campus transition data for submission to TEA (secondary)
  13. Coordinates with campus administration to compile information related to litigation for TEA or OSEP
  14. complaints
  15. Assists with the acquisition, distribution, and tracking of special education instructional materials/resources
  16. Performs other duties as assigned by the building principal

Job Qualifications

EDUCATION

Must have a Bachelor’s degree from an accredited college or university; Master’s degree preferred. Must have Texas Teacher certification in Special Education.

WORK EXPERIENCE

3+ years

TYPE OF SKILL AND/OR REQUIRED LICENSING/CERTIFICATION

Microsoft Office Texas state teacher certification aligned with teaching assignment

LEADERSHIP RESPONSIBILITIES

No supervisory responsibilities. May provide occasional work guidance, technical advice, and training to staff.

WORK COMPLEXITY/INDEPENDENT JUDGMENT

Work involves the application of moderately complex procedures and tasks that are quite varied. Independent judgment is often required to select and apply the most appropriate of available resources. Ongoing supervision is provided on an "as needed" basis.

BUDGET AUTHORITY

No budget development activity is required.

PROBLEM SOLVING

Decisions are made on routine matters affecting few individuals and usually within the confines of the job's own department. Specific job activities and results are typically reviewed closely. There are limited requirements for developing new ideas or changes in methods, procedures, or services.

IMPACT OF DECISIONS

Follow rules and procedures. Decisions can have minimal or no impact to HISD. Errors can be readily detected, usually by the employee, and, if made, would result in minor expense for correction.

COMMUNICATION/INTERACTIONS

Collaborate and solve problems - work with others to resolve problems, clarify, or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.

CUSTOMER RELATIONSHIPS

Takes routine or required customer actions to meet customer needs. Responds promptly and accurately to customer complaints, inquiries and requests for information and coordinates appropriate follow-up. May handle escalated issues passed on from coworkers or subordinates.

WORKING/ENVIRONMENTAL CONDITIONS

Work is normally performed in a typical interior work environment which does not subject the employee to any hazardous or unpleasant elements. Ability to carry and/or lift less than 15 pounds.

Skills Required

  • Bachelor's degree from an accredited college or university
