The Role

Position Summary:
The CDBG-DR Project Manager collaborates with our clients & firm leadership to manage Tidal Basin’s portfolio of large-scale disaster recovery projects funded through the Community Development Block Grant - Disaster Recovery (CDBG-DR) program. The focus includes disaster recovery, storm and flood water management, economic recovery, mitigation, housing, and resiliency. Billable work and travel are required for this role.

Duties/Responsibilities:

  • Manage a team to achieve successful project outcomes within the assigned portfolio.
  • Lead the implementation of large-scale CDBG-DR funded programs as directed.
  • Develop cost projections and resource allocation plans for projects, overseeing projects to ensure timely and budget-compliant completion.
  • Monitor production schedules and metrics on a weekly basis.
  • Review contract documents and contribute input comments during negotiations related to scope of work, budget, and operational terms.
  • Track contract requirements and hold project management teams accountable for deliverables and overall scope compliance.
  • Proactively identify project risks and collaborate with the Program Manager for resolution.
  • Provide superior client support, assisting with conflict resolution as needed.
  • Closely monitor contract budgets, develop staffing and cost projections, and manage estimate-to-completion and profit bid margins.
  • Support resource management across the business unit portfolio by understanding team members’ skill sets.
  • Attend networking events, maintain relationships with partner firms, and liaise with subcontractors or prime contractors.
  • Oversee project staff, communicate with executive teams, and ensure company goals are met.
  • Achieve portfolio accounts receivable and invoicing goals.
  • Perform quality control throughout project development.
  • Lead capture calls, client presentations, and business development meetings, providing subject matter expertise on Tidal Basin’s services.
  • Negotiate scope split, pricing, and other operationally relevant terms in collaboration with TB Legal.
  • Lead proposal responses, identify strategic teaming partners, and review work products.
  • Represent Tidal Basin as a CDBG-DR subject matter expert in high-level management meetings and client interactions.
  • Attend conferences and speaking engagements.

Skills and Related Requirements:

  • Strong understanding of federal regulations and compliance requirements related to CDBG-DR.
  • Proven ability to develop and manage project budgets and resource allocation plans.
  • Excellent leadership and team management skills.
  • Effective communication and negotiation skills.
  • Ability to identify and mitigate project risks.
  • Proficiency in project management software and tools.
  • Strong analytical and problem-solving skills.
  • Ability to work under pressure and meet tight deadlines.

Required Education and Experience:

  • Bachelor’s degree in Business Administration, Finance, Economics, Accounting, Public Policy/Administration, or a related field.
  • 7+ years in federal, state, or local program/project management, with a focus on HUD CDBG, CDBG-DR, CDBG-MIT, or other federally-funded large-scale grant programs.
  • 8+ years of CDBG-DR specific major project management experience.
  • 7+ years of management experience.
  • Extensive experience managing large CDBG-DR implementation projects.
