Job DescriptionRESPEC is seeking a senior-level CAPPS Technical Oversight Analyst with extensive experience supporting Texas state government enterprise systems, PeopleSoft environments, and large-scale ERP operations. In this role, you will provide technical oversight, vendor governance, production support, service management leadership, accessibility compliance oversight, and strategic guidance for a statewide financial and human resources platform.
The ideal candidate brings deep expertise in PeopleSoft Financials and Human Capital Management, IT Service Management (ITSM), vendor oversight, SDLC governance, enterprise integrations, and large-scale production support. This position requires a highly independent professional who can collaborate with business leaders, technical teams, vendors, and executive stakeholders while ensuring compliance with established standards and operational requirements.
Core Responsibilities
Serve as a senior technical advisor supporting a statewide ERP program that includes Financials, HR/Payroll, recruiting, reporting, and related enterprise systems. Provide oversight of requirements, development, testing, deployment activities, and vendor deliverables to ensure compliance with established standards, procedures, and development lifecycle methodologies.
Review technical and functional designs, analyze business processes, evaluate integration impacts, and identify potential risks related to performance, security, scalability, and data quality. Support solution reviews throughout the design, development, testing, and deployment lifecycle while providing recommendations to improve overall system quality and operational effectiveness.
Support enterprise service management operations, including administration of an ITIL-compliant service desk platform, incident management, root cause analysis, troubleshooting, reporting, knowledge management, and integration support. Participate in major incident response activities, disaster recovery testing, upgrade testing, production deployments, and ongoing operational support.
Provide oversight of digital accessibility compliance efforts, including WCAG 2.1 reviews, remediation tracking, accessibility waiver management, and coordination of compliance activities. Assist with enterprise security initiatives, audit support, vendor management, technical documentation, executive presentations, and strategic roadmap planning.
QualificationsRequired Technical Experience
10+ Years of Experience Required
· Direct experience working for or supporting Texas state government agencies
· Technical support of enterprise application environments
· Strategic roadmap development and long-term technology planning
· Executive-level communications, presentations, and stakeholder engagement
· Technical project management supporting large enterprise systems
· Contract interpretation, vendor governance, and vendor accountability management
· Data integration, data quality, and Software Development Life Cycle (SDLC) methodologies
· PeopleSoft FSCM or HCM 9.2 environments
· PeopleTools, PeopleCode, Application Designer, SQL, PS Query, SQR, Application Engine, and Oracle 11 or higher
· Production support and deployment activities supporting large multi-agency ERP environments
8+ Years of Experience Required
· IT Service Desk operations
· ITIL framework methodologies and best practices
· IT Service Management (ITSM) processes
3+ Years of Experience Required
· Full administration and support of BOSSDesk or a comparable ITIL-compliant Service Desk platform
