As Capital Portfolio Manager, you'll play a pivotal role in shaping how Watercare invests in the infrastructure that will support Auckland's future. Working at the centre of our Capital Oversight function, you'll provide the insight, challenge and leadership that helps ensure investment decisions are aligned to strategic priorities, funding capacity and delivery capability.  You’ll also lead the team responsible for documenting and maintaining Watercare's Programme Management Framework, supporting process consistency and capability uplift across the capital delivery function.

In this role, you will:

  • Lead the governance, oversight and performance monitoring of Watercare's capital investment portfolio.
  • Drive the development and ongoing management of Watercare's Capital Investment  Plan (CIP).
  • Provide strategic advice and portfolio insights to support Executive and governance decision-making.
  • Partner with senior leaders across Finance, Strategy and Planning, Operations and Programme Delivery to balance investment priorities, funding constraints and delivery risks.
  • Lead a team of governance and portfolio specialists, building capability and driving continuous improvement.
  • Oversee governance forums, change control and investment approval processes to support informed, evidence-based decision-making.
  • Lead the ongoing management and continuous improvement of Watercare's Programme Management Framework, ensuring governance processes, documentation, guidance and tools remain current, accessible and fit for purpose.

This is a highly visible leadership role with the opportunity to influence major infrastructure investment decisions and help deliver better outcomes for Watercare and the community.

You're a strategic leader who enjoys navigating complexity and influencing investment decisions that have a lasting impact. With a strong blend of commercial acumen, governance expertise and relationship-building skills, you're able to balance competing priorities while keeping sight of the bigger picture.

You'll be comfortable working with senior leaders, providing objective advice and translating complex portfolio, financial and performance information into clear and actionable insights. You'll also bring a collaborative leadership style, with the ability to build capability, challenge constructively and drive continuous improvement.

To be successful, you'll bring:

  • Experience in capital investment governance, portfolio management, infrastructure, finance or asset management environments.
  • Experience developing, implementing or operating project, programme or portfolio management frameworks, governance processes and controls.
  • Proven leadership experience and the ability to build and develop high-performing teams.
  • Strong analytical skills and the ability to turn complex information into meaningful insights and recommendations.
  • Experience working with senior stakeholders and supporting strategic decision-making.
  • Excellent communication, influencing and stakeholder management skills.
  • Sound commercial judgement, integrity and a continuous improvement mindset.
