PURPOSE OF THE JOB
The function of this job is to strategically manage the issuance and administration of purchase orders for the products and services required in the manufacture of Elliott finished products at the required time, quality, and price (value) levels necessary to achieve the integrity and competitiveness of this end product. Administer Company and Purchasing policies and ensure strategic sourcing/procurement of material and services at most advantageous value for the company.
BACKGROUND and EXPERIENCE

Bachelor's degree required (preferably in supply chain management or a technical/business concentration)

5+ years of prior buying/purchasing experience.

Must possess and use superior analytical skills.

Ability to communicate well, both verbally and written, with personnel within the company and with suppliers.

Know and practice all policies and procedures that apply to all purchasing functions and other areas that apply to the buying function.

The person must possess superior negotiation skills and use these skills on a continuing basis for all assigned commodities.

This position will frequently require crossing departmental lines to assure the purchasing job is done in the most complete manner possible.

Ability to read / interpret drawings and written specifications.

Must have expertise and knowledge of ERP systems utilizing MRP and capacity management.

Intermediate Excel Skills required, expert preferred.

Self-motivated and self-managing are a requirement.
-
A “can do/take charge” attitude is a must.
NATURE OF THE JOB
Effectively administer the sourcing/buying functions. Analyze internal manufacturing capabilities with respect to external supplier capabilities. Collaborate, promote and implement innovative options and initiatives that reduce cost, improve availability and maximize value for the company. Control all activities within commodity group and special assignment. Provide leadership to junior members of the supply chain team and across cross-functional interactions. Respond to new and original situations. Work with category managers to strategically manage supplier performance. Strategically negotiate terms with key suppliers. This job is covered by purchasing policy and procedures.
SPECIFIC JOB RESPONSIBILITIES/COMPETENCIES

Strategically sources and places purchase orders with suppliers to the best advantage of Elliott Group

Receive, edit and validate purchase requisitions for material and services

Obtain best terms by incorporating negotiation plans, competitive quotations, established market prices, price schedules, etc. (Utilizing the seven steps of strategic souring when possible)

Actively participate in cost, quality, FOB, and lead time improvement processes.

Lead teams within the purchasing function to coordinate multiple buying decisions for large and complex projects

Thorough knowledge of Elliott product specifications and features including

design/manufacturing principles
-
Evaluate metrics on commodities and supplier performance to better inform the department of optimal choices
-
Collaborate with supplier representatives and when deemed advisable, facilitate meetings with internal customers or other interested personnel

Make necessary supplier plant visitations as required
-
Attend seminars and meetings as required
-
Knowledge of engineering/design principles

Administer scrap and rework policy

Prepares status reports as required

Maintain necessary catalog, price, quotation, supplier, and commodity files
-
Proactively gauge the marketplace and make recommendations for new sources of supply

Use value-added concepts and work with all departments to obtain maximum benefits

Practices principles of ethical purchasing and moral codes
-
Ability to read and interpret on drawings and specs
-
Approve price changes and invoices in accordance with purchasing policy
-
Develop and administer Cost Improvement Programs
-
Works in accordance with plant rules.
