Senior Project Analyst – Software Development
Job Description Section:
1. Fosters excellent relationships with stakeholders and users to ensure there is an understanding of the latest program needs and establishes excellent trusted stakeholder connections that lead to identifying opportunities to capture new requirements.
2. Decomposes requirements to a level of sufficiency that software developers can adequately implement a solution and captures requirements in repository (Azure DevOps/TFS).
3. Coordinate resolution of data or business process issues by collaborating with other cross-team technical or business resources.
4. Coordinates software releases with Infrastructure and Application developers, including translation of requirements to technical needs and handles coordination/planning of software deployments.
5. Develop a deep functional understanding of the business capability of the application and continually learn new business and technical business areas as appropriate.
6. Works with QA Testers to develop detailed test plans.
7. Provide guidance on business direction, interpretation of requirements, and updates to test cases. When necessary, execute test cases and sign off for release completion.
8. Supports creation, update, and development of project documentation, and facilitate signature of documentation by necessary program leadership.
9. Provides necessary input to support Software Development Lifecycle (SDLC) milestones, including review of SDLC guidance program to ensure all deliverables and needs are met for each milestone. Work closely with software developers to communicate requirements and provide basic design direction.
10. Utilizes data analysis and SQL skills to provide reports as needed by stakeholders, users, or other clients in a timely fashion.
11. Acts as a Subject Matter Expert (SME) for the given project, and work with trusted stakeholders to provide answers to mission critical questions.
What you will need to be successful:
· Must be a US citizen. Must be able to achieve a NACLC clearance.
· Demonstrated experience in leading the development of Web based applications.
· Possess significant experience in performing complex analysis using SQL.
· Military Medical Supply Chain experience is a big plus.
· Demonstrated leadership and client facing ability.
· Education: Bachelor’s degree in computer science, Engineering, or a related technical discipline is a plus.
· Minimum 5 years’ directly related experience
· Environment: Oracle Database, TOAD, .Net MVC, Angular, Azure DevOps Server 2022
· Will be required to be on site at client facility in Northeast Philadelphia each Wednesday. This onsite requirement could increase at the governments discretion

Skills Required
- Five (5) years of relevant experience
- Experience leading or supervising a team developing, managing, maintaining, and evaluating computer hardware, software, and software development tools
- Bachelor's Degree
- Must possess an IT-II Non-Critical Sensitive security clearance or Tier 3 (current DoD Secret clearance)
- Hybrid work in Northeast Philadelphia; reside within reasonable commuting distance and be prepared for possible transition to full-time on-site
- Must be able to work at a computer for extended periods of time
