Sabot Consulting is seeking a Business Solutions Analyst to support our client in the planning, development, and implementation of an enterprise data documentation project. This role will focus on designing and building a comprehensive, integrated, and searchable digital data repository library to modernize data management and analytics, ensuring compliance with healthcare data privacy and security standards.
Responsibilities:
- Lead business systems analysis and design for the enterprise data catalog project, including requirements gathering and solution documentation.
- Apply data governance principles, establish and enforce data policies, and manage data cataloging using industry-standard tools and platforms.
- Oversee metadata management, data profiling, and data quality assessment, ensuring consistency in naming conventions and categorization.
- Plan and execute data cataloging projects, managing timelines, deliverables, and resources to meet project goals.
- Develop and deliver training materials and sessions for end-users; facilitate knowledge transfer to DHCS staff.
- Collaborate with IT, data stewards, and business users to ensure alignment of the data catalog with organizational needs.
- Communicate technical concepts clearly to non-technical stakeholders and document processes, policies, and procedures.
- Ensure adherence to HIPAA and other health care data privacy and security regulations.
- 5 years of full-time experience applying analytical processes on IT projects, with at least 3 years in business systems analysis and design.
- Bachelor’s degree (or equivalent additional qualifying experience).
- 3 years of experience in data governance, policy enforcement, and data cataloging, with proficiency in data cataloging tools/platforms.
- 3 years of experience in metadata management, data profiling, and data quality assessment, with the ability to implement metadata standards.
- 3 years of project management experience in data cataloging projects.
- Strong analytical and problem-solving skills.
- Excellent written and verbal communication skills.
- Experience training end-users and creating comprehensive documentation.
- Experience collaborating with and leading cross-functional teams.
- Strong knowledge of health care data privacy and security regulations, including HIPAA.
- Experience with State or public sector data projects.
- Familiarity with modern data cataloging platforms (e.g., Collibra or similar).
- Background in supporting large-scale data modernization or analytics initiatives.
