Description of Work

The North Carolina Early Intervention Branch (NCEI) is a part of the N.C. Division of Public Health. It is the lead agency for the N.C. Infant-Toddler Program (ITP), which provides supports and services for families and their children, birth to three who have developmental delays and/or disabilities. The Children's Developmental Services Agencies (CDSAs), the local lead agencies that implement the ITP across North Carolina, work with local service providers to help families help their children succeed.
This position primary duties include:
• Performs a variety of business office functions to maximize agency revenue through accurate verification and reimbursement processes.
• Develops and implements strategies to ensure all Medicaid and commercial third‑party reimbursement sources are fully accessed and secured.
• Serves as primary contact for public insurance and commercial insurance payors to establish effective billing practices and resolve billing disputes.
• Oversees all parent fee processes, including management and application of sliding fee schedules.
• Manages daily billing operations, including task distribution, workflow monitoring, and oversight of billing processes across Sandhills CDSA offices.
• Supervises billing specialists and other billing support staff, providing guidance, training, and performance oversight.
• Conducts billing reconciliation, including review and verification of revenue reports to ensure accuracy and completeness.
• Maintains collaborative working relationships with internal staff and external direct service providers and/or their billing representatives.
• Travels frequently between CDSA locations to support billing operations and staff supervision.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $37,377 - $65,408

Recruitment Range: $37,377 - $44,760

Candidates now meet the minimum qualifications of a position if they have the minimum education and experience listed on the vacancy announcement.  

The following Management Preferences are not required, but applicants that possess these skills are preferred:

* Experienced in Medical Billing, Accounts Receivable and aging reports.

* Demonstrated experience applying practices and policies to answer inquiries from internal and external customers.

* Strong experience with navigating multiple databases and software systems to achieve desired results.

* Proven experience analyzing and summarizing data

* Direct work experience with Medicaid and private insurance billing, NC Tracks, HIS, CSDW.

Physical Requirements (If Applicable):

* Light work with some physical lifting.

* Must be able to drive state vehicle.
