Job Description:

Business Process Consultant

Purpose:

Responsible for providing project support to Department Directors and the Department Executive Team. Provides consulting services to process leaders and team leaders. Analyzes, and presents alternatives, makes recommendations and provides assistance for resolving business and technical issues confronting process leaders and team leaders in the areas of planning, performance measurement, change management, and periodic assessment review.

Duties, Functions and Responsibilities:

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Leads multiple process improvement teams

  • Develops project work plans, project management and periodic assessment

  • Facilitates the development of stakeholder analysis and communication plans for process improvement teams

  • Identifies, collects, and researches to complete data analysis

  • Makes recommendations to project teams and recommends organizational change utilizing appropriate talent

  • Advises process leaders and team leaders in defining/identifying key measurers and setting performance targets

  • Develops and improves models and methodologies for the department

  • Reviews and critiques the work of functional team staff

  • Communicates project and program information to all levels of the organization

Knowledge, Skills, and Abilities:

Must possess required knowledge, skills, abilities, and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed.

  • Knowledge of business strategies, objectives, planning, development and management processes and process improvement

  • Knowledge of performance measures Knowledge of applicable City of Austin, state and federal statutes, ordinances and codes

  • Knowledge of research methodologies, cost/benefit, analysis, statistics and financial models

  • Skill in communication in a variety of formats including: print communication, electronic format, presentations and telephonic

  • Skill in providing internal consulting services

  • Skill in project management methods

  • Skill in negotiation of projects and program initiatives

  • Interpersonal skills to engage all stakeholders and facilitate accurate requirements to capture and manage stakeholders' expectations

  • Ability to look at situations systematically

  • Ability to work independently and with teams

  • Ability to understand, interpret and apply detailed and complex information

  • Ability to manage implementation of recommendations

Minimum Qualifications:

Graduation with a bachelor's degree from an accredited college or university with major coursework in a field related to the job, plus three (3) years of experience related to the job.

Preferred Qualifications:
  • Proficiency in analyzing and documenting complex business workflows to translate organizational needs into actionable technical requirements. 

  • Experience in performing data analysis to identify operational trends, support decision-making, and improve system or process outcomes, stakeholder analysis, and communication plans for process improvement.

  • Competence in researching, developing, user testing, running reports, and enhancing application features to effectively fix and optimize overall performance, reliability, and efficiency. 

  • Knowledge of monitoring and supporting enterprise-level software or SaaS applications. 

  • Experience in project management regarding the development of communication plans and the implementation of organizational recommendations. 

  • Knowledge of the Texas Public Information Act and Public Information Process.

  • Knowledge of legal matter management.

We value a healthy work-life balance and currently offer a 40-hour work week with flexible work hours and a hybrid schedule of three days remote and two days on-site in accordance with the City’s policy and subject to supervisor approval. On-site work is primarily located at Austin City Hall, 301 W. 2nd Street, Austin 78701, or other location as designated by a supervisor.

Salary:

$71,630.00 - $90,980.00 annually
