This BD leader will be critical part of the growth team and work within a dynamic, highly collaborative team to support the Research & Advisory Services portfolio of work. They’ll need to support and supervise a team, collaborate with colleagues, take initiative to identify new business opportunities, and move captures from identified to proposal phase with the flexibility to adapt to a fast growth environment. Responsibilities: 

  • Leads team and partners with Practice Areas to develop pipeline of opportunities that align with Fors Marsh capabilities and top issues. 
  • Drives capture of opportunities through the full lifecycle from opportunity identification, proposal development, to conducting any after-action evaluations.
  • Develops final win themes, win strategies, value propositions and differentiators. 
  • Leads the development of technical and management solutions.
  • Leads continuous development and improvement of company CRM system (Monday), proposal content library (GovWin), and business development operations.
  • Facilitates technical proposal, pricing, and compliance reviews of complex proposals.
  • Assesses and continually updates capture plan including, but not limited to call plan, competitor capabilities, performs analysis of competitor strengths, weakness, opportunities, and threats (SWOT), and conducts team gap analysis.
  • Negotiates team workshare, swim lanes for prime and subcontractor positions. 
  • Manages B&P budget and requests, and updates as needed.
  • Leads and motivates internal capture and proposal teams.
  • Supervises and makes work assignments for a matrixed team of proposal specialists and coordinators.
  • Supports growth and training of team members.

Qualifications: 

  • Bachelor's degree and 8+years of relevant work experience, with at least 5 years in leading large captures and proposal development for Federal & State Government clients (e.g., IRS, FEMA, DoD, HHS). Research and/or Human Capital Services experience preferred.
  • Experience with successful execution of all phases of a large and multi-year capture efforts, including strategic planning, teaming, proposals, market, or competitive and supporting pricing. 
  • Experience with GovWin system and a CRM system.
  • Experience briefing pipelines, opportunity updates. 
  • Ability to quickly demonstrate strong leadership throughout the capture and proposal process for internal and external stakeholders. 
  • Strong ability to collaborate and drive teams to complete tasks through matrixed leadership. 
  • Experience with developing and maintaining effective internal and external business relationships with clients and industry partners. 
  • Ability to communicate multi-step and interdependent activities effectively to capture and proposal teams and ensure efficient execution of captured efforts. 
  • Excellent oral and written communication skills.
  • Must be a U.S. Citizen and consent to a full background check due to our federal contract requirements.

Salary: $130,000-$150,000
