Business Development Executive Director - Enterprise Resource Planning (ERP)

SMX is seeking an Executive Director of Business Development with experience successfully leading and growing high-visibility, mission-focused, large-dollar value ERP transformation programs across federal agencies. This highly visible position will work across SMX to develop strategy and drive business growth focused on ERP modernization opportunities spanning the entire federal government landscape. The candidate will have overall responsibility for ERP business development strategy, planning, and execution across all federal agencies and departments. The successful candidate will demonstrate the experience to manage the full scope of business practices including market alignment, solution development, opportunity pipeline development and sustainment, client development and management, and proposal development support responsibilities.


The ideal candidate must be able to leverage a deep understanding of federal enterprise systems modernization needs and ERP platform landscapes (Oracle, SAP, Workday, etc.) across all back-office functions including Financial Management, Human Capital Management, Supply Chain Management, Procurement, and Asset Management. We are looking for a builder with a deep track record of success creating and growing ERP-focused solutions that can leverage SMX's national position as a leader in enterprise transformation and digital modernization. This role is a unique opportunity to build, manage, and grow SMX's ERP practice across the federal government, providing world-class innovation in integrated enterprise systems modernization.

 

Key Responsibilities

Responsibilities are primarily focused on being an individual contributor, but it is important to be able to work in a team setting and leveraging the skills of other team members throughout the organization. You will be a conduit and liaison to the Enterprise Systems & Solutions business unit, Solution Centers of Excellence, and Account-aligned Business Development Directors. Willingness to support company initiatives. You will perform market analysis, strategic business planning, capture strategy/solution development, customer engagement and support proposal responses.

 

Solution Ownership & Strategy:

  • Own the end-to-end business development lifecycle for ERP opportunities across the entire federal government
  • Identify and pursue ERP modernization opportunities across all federal agencies, departments, and components—not limited to SMX's core sectors
  • Develop and refine SMX's ERP value proposition, competitive positioning, and go-to-market strategy across all enterprise functional areas
  • Create reusable capture artifacts including pitch decks, ROI models, competitive analyses, and proof point packages
  • Conduct market analysis to identify emerging ERP modernization trends, requirements, and opportunities across the federal landscape
  • In-depth knowledge of the competitive landscape and existing ERP contracts within the federal marketplace

Opportunity Development & Capture:

  • Hunt for ERP opportunities across the entire federal landscape, with collaborative pursuit model in SMX's core sectors (Defense/Intel, Homeland Security, Law Enforcement/Justice) and independent pursuit in adjacent sectors
  • Matrix with Account-aligned BD resources on opportunities within their core portfolios
  • Own and independently pursue ERP opportunities in federal agencies outside core sectors where SMX has capability but not dedicated account coverage (e.g., VA, HHS, DOE, Commerce, USDA, State, etc.)
  • Take primary ownership of ERP deals from qualification through capture handoff
  • Lead solution development, technical strategy, and competitive positioning for ERP pursuits
  • Manage opportunity pipeline forecasting and qualification for ERP-specific deals
  • Support proposal development with deep ERP subject matter expertise
  • Management of customer contact and positioning; management of an opportunity pipeline, forecasting, and capture management

Partnership & Ecosystem Development:

  • Develop and manage strategic partnerships with major ERP platform vendors (Oracle, SAP, Workday, etc.)
  • Build relationships with system integrators and implementation partners specializing in federal ERP
  • Coordinate teaming strategies and interactions across accounts for consistency and leverage
  • Serve as SMX's primary liaison with ERP technology and implementation partners

Cross-Account Collaboration:

  • Primary hunting territory: Any federal agency with ERP modernization needs
  • Collaborate with Account BD Directors (Defense/Intel, Homeland Security, Law Enforcement/Justice) on opportunities within their core sectors
  • Proactively pursue ERP opportunities in agencies outside core sectors
  • Provide ERP subject matter expertise and support to account teams
  • Identify patterns and best practices across all federal agencies to scale successful approaches
  • Lead knowledge sharing and lessons learned across the organization

Customer Engagement:

  • Develop and maintain relationships with federal financial management, human capital, logistics, and IT modernization decision-makers across all agencies
  • Conduct customer discovery and needs assessment across enterprise business functions (finance, HR, supply chain, procurement, assets)
  • Present ERP solutions addressing integrated back-office transformation to C-level executives and senior government officials
  • Experience interacting with and briefing senior government and industry acquisition officials
  • Position SMX as a thought leader in federal enterprise systems modernization

 

Education & Experience:

  • Bachelor's degree with a minimum of 10 years of related experience in Federal IT market
  • Minimum 5 years of direct experience selling or delivering ERP solutions in federal government
  • Track record of successfully capturing and winning $25M+ multi-year ERP or enterprise systems modernization RFPs

ERP & Domain Expertise:

  • Deep knowledge of major ERP platforms (Oracle Cloud, SAP S/4HANA, Workday, etc.) and their federal implementations across all functional modules
  • Understanding of integrated back-office operations including Financial Management, Human Capital Management (HCM/HR), Supply Chain Management (SCM), Procurement, Asset Management, and Grants Management
  • Experience with federal financial management requirements, audit compliance, and enterprise modernization drivers
  • Knowledge of cross-functional ERP capabilities including HR/personnel systems, logistics and supply chain, acquisition/procurement, and inventory management
  • Experience with cloud-based ERP migration and implementation methodologies
  • Knowledge of adjacent capabilities including data migration, change management, system integration, and enterprise data architecture

Federal Market Experience:

  • Established relationships with federal financial management, human capital, logistics, and CIO offices across multiple agencies, with demonstrated ability to develop and foster new relationships
  • Working knowledge of federal procurement processes, particularly for large enterprise systems
  • Understanding of federal missions, cultures, organizational components, leadership, major programs, challenges, and buying trends across multiple agencies
  • Experience with GWAC vehicles, IDIQs, and BPAs relevant to enterprise systems
  • Understanding the full business development lifecycle and has been successful in various customer domains within the federal markets

Business Development Capabilities:

  • Proven success in solution-focused business development (not just account relationship management)
  • Experience building and scaling new solution practices or service lines

  • Experience with federal audit requirements (FISMA, FITARA, DATA Act compliance)

$250,000$300,000 USD
