Job Summary

The IT Project Management Office (PMO) at HOOPP (Healthcare of Ontario Pension Plan) is looking for a highly motivated Business Consultant to join our team!

The Business Consultant will support IT PMO across three key areas: coordinating the onboarding for new investment strategies, business analysis, project intake assessments and project management support for the delivery of key investment initiatives. Partnering with business and IT stakeholders, you will ensure work entering the portfolio is well‑defined, appropriately assessed and estimated, and decision‑ready before execution.

In this role, you will focus on business analysis (approx. 60%), with additional responsibilities in Project Management and governance support (approx. 40%).  As a Business Consultant, you will be apart of many initiatives on the plan and investment side, and partner with front, middle and back-office stakeholders to deliver investment-focused initiatives that improve HOOPP’s performance and deliver on our strategic plan’s objectives. You’ll translate objectives into clear requirements, coordinate delivery with IT teams (architecture, governance risk and compliance, vendor management and information security) and business teams (investment management, finance, risk, and plan operations) to ensure work is assessed and delivered in accordance with IT processes. You’ll also support end-to-end project management through planning, status reporting and risk/issue management. This exposure to various aspects of the business will allow you to learn the ins-and-outs of how HOOPP operates.

This role requires hands‑on experience supporting capital markets and investment management initiatives across the front‑to‑back-office lifecycle

What you will do:

Project Work Intake

  • Support the IT PMO work intake by coordinating assessment activities for incoming initiatives and enhancements

  • Facilitate discussions to clarify business objectives, scope, assumptions, dependencies, risks, and delivery approach

  • Provide guidance and carry about business analysis activities, facilitate solution and design discussions, and stakeholder interviews

  • Present options, trade‑offs, risks, and recommendations clearly and concisely

  • Work with multiple IT teams (architecture, information security, governance risk, legal, application owners, and vendor management) and business teams (investment management, finance, risk and plan operations) to support:

    • High-level solution assessments

    • Resource demand and capacity inputs

    • Order‑of‑magnitude cost and budget estimates

  • Document and consolidate intake outputs to support funding, prioritization, and initiation decisions

  • Conduct risk benefit analysis in clear technical and non-technical language

  • Communicating progress with Stakeholders throughout the IT Intake lifecycle

  • Ensure intake and initiation artifacts meet PMO standards and are suitable for governance and audit review

Onboarding New Investment Strategies

  • Manage multiple new investment strategies at different levels of development

  • Coordinate end to end activities required to onboard new investment strategies, working across stakeholders from investment management, finance and IT to drive operational readiness

  • Leverage investment experience, communication and planning skills to ensure stakeholders are aware of new investment strategies that are being onboarded and the associated timelines

  • Seek opportunities to improve solutions and optimize workflows and processes – trading and data workflows, automation of manual processes

  • Manage stakeholder expectations by maintaining open communication between business and technical stakeholders and keeping relevant parties informed of progress.

Project Management & Governance Support

  • Apply strong understanding of project delivery methodologies (waterfall, agile, hybrid) and the Software Delivery Life Cycle (SDLC) to support planning, execution and delivery of investment initiatives.

  • Support audit readiness through clear documentation, traceability, and adherence with IT PMO processes and methodology

  • Act as a strong facilitator and communicator across multiple business divisions and IT

  • Proactively identify and action risks and issues that can impact project milestones

  • Use MS Project Schedule and other project management and work tracking tools to build out project delivery schedules factoring in task dependencies, resource availability and IT PMO artifact gates

  • Produce bi-weekly status reports and conduct project status meetings and project control committee meetings with key project stakeholders
