Primary Responsibilities:
- Analyze system requirements and business processes; codes, test, debug and implement software solutions.
- Develop comprehensive user stories and functional specifications to meet business needs.
- Lead integration efforts and ensure that software and systems are fully compatible across multiple platforms.
- Collaborate with project managers and software architects to plan development projects and to ensure solutions meet long-term business goals.
- Conduct regular stakeholder meetings to gather detailed product and technical requirements and to maintain business process documentation throughout the project lifecycle.
- Facilitate communication between organizational units to align operations and goals.
- Actively participate in enhancement/development projects, including analysis of user needs, gathering requirements, and managing scope of work documentation.
- When needed, lead backlog grooming, estimation meetings, retrospectives, sprint planning, and daily stand-ups to ensure smooth workflow and timely execution.

Minimum Requirements:
- Bachelor’s degree in Business Administration, Operations Research, Mathematics, Computer Science, Information Technology, Cost Accounting, or a related scientific or technical discipline (Education may be substituted with 8 additional years of relevant experience)
- Minimum of five (5) years of experience in business analysis or a related role
- Demonstrated experience leading and managing complex projects
- Strong analytical and problem-solving abilities
- Excellent communication and interpersonal skills
- Ability to adapt to evolving technical requirements
- Proficiency in data analysis tools and software
- Experience with Microsoft Office Suite (Word, Excel, PowerPoint, Visio, SharePoint)
- Experience with tools such as Jira, GitHub, and ServiceNow
- Familiarity with Agile methodologies
- Ability to obtain a Public Trust Clearance
- Willingness to travel occasionally to VA sites in Washington, D.C., as needed
Preferred Qualifications:
- Knowledge of VA security and compliance standards, including FISMA, NIST, and HIPAA, as well as the VA VIP Lean-Agile framework
