Idaho National Laboratory is hiring a Business Analyst to work on our Business Management and Acquisition and Contracts Management team. Our team works a 9x80 schedule located out of our EROB facility in Idaho Falls with every other Friday off. You will report to the Associate Director of Acquisition and Contracts Management (A&CM).

Idaho National Laboratory needs Business Analysts who can optimize critical systems supporting nuclear energy research and national security missions by analyzing requirements, identifying process improvements, and ensuring alignment with enterprise architecture standards. Your responsibilities include developing value stream mapping, documenting changes for project managers, leading special projects as a change agent, ensuring policies balance compliance with operational efficiency, and supporting benchmarking efforts with other national laboratories. You'll need understanding of IT systems engineering, enterprise business processes, and the ability to bridge technical execution with organizational needs. In addition, you will perform complex data analysis to support business operations including statistical modeling and analysis of structured and unstructured datasets to develop metrics, reports and visualizations of trends and patterns. The Business Analyst creates and maintains statistical models for ongoing and ad hoc review and analysis of data. This position uses data visualization programs, tools, and techniques to generate dashboards, reports and presentations that aid in data storytelling, understanding and interpretation of trends and patterns.

This position will also utilize data analysis to support and implement process improvement changes for A&CM, as well as support systems improvement and implementation.

Responsibilities:

  • Analyze, determine, validate, and document requirements and processes for completeness, consistency, comprehensibility, feasibility, and conformity to IT and Enterprise Architecture standards. Proactively address process improvement efforts and locate areas where automation efforts could improve current processes. Bridge the gap between IT execution and business needs.
  • Provide recommendations for process improvement initiatives.
  • Collaborate with project managers and sponsors to develop project scope and vision and clearly identify project collaborators and main project contributors. Develop and conduct peer reviews of the requirements to ensure that requirement specifications are correctly interpreted.
  • Translate conceptual customer requirements into functional requirements in a clear manner that is comprehensible to the project team. Translate business requirements to functional and technical requirements.
  • Prepare implementation plans for incorporating new requirements into existing processes and procedures.
  • Use standard templates to write requirements specifications accurately and concisely.
  • Understand existing enterprise technical capabilities and identify alignment and capability gaps.
  • Create process models, specifications, diagrams, and charts to provide direction to the project team.
  • Develop value stream mapping and contribute to process transformation efforts.
  • Communicate changes, enhancements, and modifications of business requirements through written documentation to project managers.
  • Assume leadership of special projects.
  • Act as a change agent (obtain agreement and lead, prepare, and implement new processes).
  • Ensure policies balance compliance and regulations, while promoting efficient operations.
  • Support benchmarking efforts with other laboratories and entities to verify we are aligned with best practices.
  • Perform assessments and other assurance tasks to ensure the purchasing system is compliant with stated policies.
  • Design and build PowerApps, including apps embedded in SharePoint sites that give A&CM intuitive products rather than inefficient processes.
  • Evaluate a business process and determine optimal approach whether automation, a new system, or something else entirely is the right fix, not just "gather requirements and build"
  • Ownership of catching a bad process before automating it
  • Work with IT and others to establish difficult to obtain data connectors and custom connectors for integrating with enterprise systems and databases.
  • Develop automated workflows and RPA solutions in Power Automate that remove manual, repetitive, and low-resiliency-to-error steps from A&CM operations.
  • Build Power BI dashboards and reports that surface the metrics that matter to a given audience, from A&CM to management and Senior Leadership Team.
  • Apply AI and agentic automation, combining generative AI and prompt engineering with tools like Microsoft Copilot Studio, custom GPTs, Claude, and Power Automate to design intelligent, self-serve solutions, not just static workflows.
  • Perform statistical modeling and analysis of structured and unstructured datasets to develop metrics, reports and visualizations of trends and patterns.
  • Work with business end-users to understand current and future data and analysis needs and develop technical requirements.
  • Create and maintain statistical models for ongoing and ad hoc review and analysis of data.
  • Aid in process improvement efforts, as well as support of relevant A&CM systems and application of data analysis in executing improvements.

Minimum Requirements:

  • Level 1-Bachelor's Degree in related Business or Data Science or closely related field OR High School diploma and 6 years of experience in related field in Business or Data Science. Related experience in lieu of degree may require a closely related associate's degree, certification, license, or specialized training/designation.
  • Experience in data science, data analysis, and visualization software using Power BI.
  • Understand full workstreams, not just isolated requests, and proactively surface opportunities to streamline them, increasing efficiency, quality, and job satisfaction for the people doing the work every day.

Relevant experience commensurate with level, which may include experience as a business analyst, data analyst, or project manager, including understanding and gathering business, functional, and technical requirements. Additional relevant experience includes business process modeling including value stream mapping and process improvement; business analysis best practice/procedures; and project management best practice, procedures, and management tools.

  • Requires an understanding of IT system engineering concepts.
  • Must have broad understanding/application of principles, theories, and concepts in enterprise systems, plus working knowledge of business processes in related fields (e.g., financial accounting, human resources, supply chain, and work management).
  • Must have experience in customer service, along with prior account management, business management/ownership, and demonstrated experience supporting a broad user base.

Preferred

  • Basic understanding of contracts and acquisition processes, systems, and policies to apply to data analysis.
  • Genuinely personable one-on-one with a customer, not just capable behind a screen — comfortable being the face of a solution from first conversation through delivery and support.
  • Demonstrated experience leading stakeholder discovery and requirements elicitation independently, from first conversation through delivered solution.

The ideal candidate will possess:

  • Certifications including ITIL, PMI, IIBA training or certifications, CMMI, Six Sigma.
