The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.

Description of Work

The Business Analyst is a member of the Project Management Office (PMO) and plays a key role in supporting technology projects from initiation through implementation. Working closely with the business stakeholders, project managers, procurement staff, and technical teams, the Business Analyst is responsible for eliciting, documenting, and managing business requirements that support technology procurements and project delivery.
Job Responsibilities:
Develop business analysis artifacts, facilitates stakeholder collaboration, maintains project documentation, and ensures business requirements are complete, accurate, and aligned with agency, legislative and State Board of Education (SBE) objectives.
Facilitate discovery sessions with business stakeholders to understand business needs, objectives, and current-state processes.
Analyze, document, and evaluate current-state business processes to identify inefficiencies, gaps, and opportunities for improvement.
Analyze and document business, functional, and non-functional requirements for technology initiatives.
Manage requirements throughout the project lifecycle, including change requests and version control.
Participate in project planning, risk identification, and issue resolution activities.
Recommend process improvements that increase efficiency, optimize, reduce risk, improve customer experience, and support compliance with State policies and procedures.
Organize and maintain project documentation and business analysis artifacts within the designated document repository (e.g., SharePoint or other document management systems).

Knowledge Skills and Abilities/Management Preferences

Recruitment Range: $70,528.00 - $88,272.00

Manager Preferences:  

  • Knowledge of procurement lifecycle, RFP development, vendor evaluation, and contract implementation.
  • Experience conducting market research and evaluating commercial-off-the-shelf (COTS) solutions to support procurement and business recommendations.
  • Experience supporting public sector, state government, or education technology projects.

Primary Purpose of the Project Management Office:

The Project Management Office (PMO) within the Digital Learning and Technology Service Division manages information technology (IT) projects and programs within the agency. The PMO partners with business and technical stakeholders to ensure technology initiatives align with strategic priorities, legislative requirements, and business needs. The office is responsible for project governance, project planning, procurement support, project monitoring, risk management, and executive reporting to help ensure projects are delivered on time, within budget, and achieve the intended business outcomes.

Bachelor’s degree in business administration, computer science, or any related field from an appropriately accredited institution and one year of experience in business consultation, process improvement, or requirement gathering in an information technology environment, or Associate degree in business administration, computer science or any related field from an appropriately accredited institution and two years of related experience; or High School or GED and four years of related experience; or an equivalent combination of education and experience.
