The Business Analyst will support the Texas Education Agency (TEA) on multiple projects focused on improving outcomes for Texas students, with an emphasis on major enhancements and/or rewrite efforts. This position performs advanced, senior-level business analysis work and serves as the conduit between the program/customer community and the software development team through which requirements flow. The Business Analyst will be involved at some level throughout the entire software development life cycle. Following establishment of the requirements baseline, the role shifts focus toward managing the requirements specification and verifying fulfillment of all requirements, including those for post-implementation enhancements.
Responsibilities:
- Analyzes user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.
- Elicits requirements using joint application development (JAD) sessions, interviews, document analysis, surveys, use cases, competitive product analysis, and workflow analysis.
- Transforms information gathered during elicitation sessions into business and functional requirements.
- Develops use cases, user stories, and software requirements specifications documents using standard templates.
- Creates wireframes and mockups using simple, unambiguous, and concise natural language.
- Acts as a mentor to peers and colleagues in disseminating business analysis best practices.
- Proactively seeks out training opportunities to maintain and enhance business analysis expertise.
- Uses Jira and Modern Requirements to manage the change control process and participate in the SDLC.
- Tracks and communicates requirements status throughout the project life cycle.
- Verifies fulfillment of all requirements, including those related to post-implementation enhancements.
Requirements
Minimum Qualifications: Candidates must meet ALL minimum qualifications.
- 8 years of experience eliciting requirements from interviews with customers and creating well-written system requirements.
- 8 years of experience with software development life cycles (SDLCs).
- 8 years of business process re-engineering and software process flow improvement experience.
- 8 years of experience developing user stories and use cases that conform to business analysis best practices.
- 8 years of experience designing mockups and/or wireframes that conform to UX best practices.
- 5 years of demonstrated strong communication and facilitation skills.
- 5 years of demonstrated strong writing and organization skills.
- 4 years of documented experience working for or closely with TEA, or a federal, state, or local education agency, or an education vendor.
- 2 years of documented work experience with the issue tracking software Atlassian Jira.
- 2 years of documented work experience with the requirements management software Modern Requirements.
Preferred Qualifications:
- 1 year of previous experience with Educator Certification.
- 1 year of previous experience with Educator Preparation Program Data Collection and Accountability.
Additional Requirements:
- Candiates must currently live within 50 miles of the Austin, Texas work location.
- Services are expected to begin 09/01/2026 and conclude by 08/31/2027.
- This engagement may be amended, renewed, and/or extended if both parties agree in writing.
Work Location and Schedule:
Location: Texas Education Agency (Hybrid)
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays.
Work Arrangement: Hybrid – On Site and Telework, with the option to work up to 80%–100% remotely.
