ICF is seeking a Business Analyst/Scrum Master to support an AI-focused project as well as support to a Product Management Team within an existing customer engagement.
The ideal candidate will work with a team of AI Engineers, Governance and Security leaders to document and execute against a roadmap to scale an AI platform that will enable end users to build AI tooling, applications, and solutions within a governed and secure environment.
The candidate will translate requirements into documentation and conceptual design for a team of Data Scientists, developers and solution architects for a modernized application built on Azure with Databricks. You are responsible for bridging the gap between technical and non-technical project staff by eliciting, analyzing, documenting, and communicating concise requirements for implementation based on business needs. You will work with end users across a diverse set of stakeholders with a federal agency client to clarify scope, leverage your knowledge of business processes and AI technology to determine the necessary analytical approach, and identify overlapping functions and dependencies.
You are comfortable leading an Agile team employing Scrum development framework. You also have a concrete understanding of cloud-based and AI-based software development terminology, as well as familiarity with larger contextual guardrails as ATO process, security, and privacy. You are known for effective communication in person or via phone/conferencing and can represent the voice of the business.
What you’ll be doing:
Translate business needs into clear user stories and acceptance criteria.
Facilitate requirements elicitation sessions and provide clear follow up steps
Apply comprehensive analytical techniques to assess business processes, data flows, and system interactions, ensuring thorough and insightful analysis.
Negotiate and recommend business solutions that balance technical feasibility, delivery timelines, and business need
Develop documentation such as Decision Analysis and Resolutions (DAR) for customer review/approval
Develop an understanding of the operational processes and procedures and take initiative on process improvements
Work with Data Scientists to make AI recommendations towards process improvements
Support documentation edits, updates, and reporting for senior leadership meetings
What you must have:
Bachelor’s Degree in a relevant field OR equivalent years of work experience
2+ years of experience as a software business analyst, preferably working directly with AI tools and concepts
2+ years recent experience as a business analyst and cross-functional team member working in an agile development environment (i.e., scrum, kanban, etc.) to include:
Leading requirements management
Requirements elicitation and documentation
User story definition
Acceptant criteria determination
2+ years experience with Jira (or similar Agile project tracking software)
Comprehensive understanding of the full software development lifecycle (SDLC), Requirements Management, and Scope Management methodologies
Must possess excellent analytical, organizational and product management skills
Must be able to obtain and maintain Public Trust

· Certified Scrum Master or Certified Scrum Product Owner

· Skilled in managing and aligning requirements across multiple teams and stakeholders
· Works with Product Owner to groom and prioritize a backlog
