PetroChina International is seeking an experienced Bunker Sales Manager to help drive the next phase of growth of our bunker business across the ARA region and wider European market. With an established operating platform, physical supply capability, trading infrastructure and global financial backing already in place, this is a rare opportunity to join a business with the foundations built and the ambition to grow.

Reporting to the CEO, Netherlands, with a dotted line into the Heavies trading team, you will play a key role in expanding our customer and supplier network, developing new commercial opportunities and helping shape the future direction of the bunker business. Whether through bunker sales, physical supply activities or broader market development, your experience, relationships and commercial judgement will directly influence the success of the platform. 

Current State of Play and Vision for 2026 and Beyond
The marine fuels market continues to evolve as shipowners and operators seek reliable supply partners capable of supporting both conventional and lower-carbon fuel requirements. PetroChina International is investing in long-term growth across the sector by:
  • Expanding our activities across VLSFO, HSFO, MGO, LNG, methanol and biofuels. 
  • Growing our commercial and physical presence across the ARA region and wider European market. 
  • Leveraging PetroChina's global trading platform, integrated supply chain and international market reach. 
  • Developing a scalable bunker business with ambitions across both sales and physical supply activities. 
  • Building long-term partnerships throughout the marine fuels value chain.

Key Responsibilities
  • Grow bunker sales activity across the ARA and wider European market.
  • Build and strengthen relationships with shipowners, operators, charterers, traders, brokers and suppliers.
  • Develop new business opportunities across both bunker sales and physical supply activities.
  • Trade and market marine fuels including VLSFO, HSFO, MGO, LNG, methanol and biofuels.
  • Work closely with trading, operations, credit and risk functions to safely and efficiently execute transactions.
  • Help shape the long-term growth and development of the bunker business.

What we’re looking for / Skills that will help you in the role
  • Proven Bunker Industry Experience & Network: Demonstrable success within bunker sales, bunker trading, physical supply or marine fuels, ideally across the ARA market, with an established network of shipowners, operators, charterers, traders, brokers and bunker suppliers.
  • Business Development & Relationship Management: A strong track record of winning new business, developing strategic customer relationships and building long-term supplier partnerships that generate sustainable commercial value.
  • Commercial Acumen: Strong understanding of bunker market fundamentals, pricing dynamics, supply chains, trading economics and risk management, including credit and market exposure.
  • Marine Fuels Expertise: Sound knowledge of conventional bunker products and fuel grades, with experience or exposure to LNG, methanol, biofuels or other alternative marine fuels viewed favourably.
  • Entrepreneurial Mindset: Comfortable operating with autonomy, identifying market opportunities and contributing to the growth and development of an expanding business platform.
  • ARA Market Knowledge: Strong understanding of the ARA bunker market, competitive landscape, key counterparties and market dynamics.
  •  Negotiation & Influencing Skills: Highly effective negotiating complex commercial agreements and building credibility with customers, suppliers and market participants.
  • Operational Understanding: Appreciation of the operational aspects of bunker supply, vessel scheduling, terminal logistics and port operations.
  • Collaborative Approach: Ability to work effectively across trading, operations, credit, risk and compliance functions to ensure seamless transaction execution.
  • Industry & Regulatory Awareness: Familiarity with relevant industry practices, ISM regulations and bunker market compliance requirements.
  • Personal Attributes: Self-motivated, resilient, commercially astute and comfortable operating in a competitive, performance-driven environment.
  • Education: Degree educated in a relevant discipline or equivalent industry experience.
  •  Language Skills: Dutch language capability would be highly advantageous but is not essential.
Please note: This is a full-time, permanent position and preferably the job will be based in Rotterdam, Netherlands although we are flexible to having the job located in London, UK. The role will require you to be office based 4/5 days per week and will include some travel.

Skills Required
