Grow Early Learning is a Head Start organization that provides high-quality early childhood education services to children and families of migrant and seasonal farm workers. 

We are currently seeking an experienced Budget Manager to join our team in our Raleigh, NC corporate office. This is an in-office position. 

Purpose: The Budget Manager will manage and support Grow Early Learning’s agency budget and grant budget processes, including budget development, monitoring, modifications, analysis, grant application support, and compliance with federal requirements. This position is responsible for coordinating with departments, monitoring budget-to-actual activity, maintaining budget systems and grant tracking tools, and providing timely financial analysis to support sound fiscal management.


Education and Experience:

Preferred Qualifications: Master’s degree in Accounting, Business Administration, Finance, or related field with experience supporting Head Start, federal grants, nonprofit budgeting, budget modifications, and agency-wide financial reporting. Bilingual Spanish/English preferred.

Accepted Qualifications: Bachelor’s degree in Accounting, Business Administration, Finance, or related field with five (5) years of experience in budget development, grant budgeting, general ledger review, financial analysis, and spreadsheet development. Experience with federally funded programs and budgeting software required.

Desired Skills, Knowledge and Ability: Strong knowledge of budget development, budget monitoring, grant budgeting, general ledger activity, financial reporting, and federal grant requirements, including Uniform Guidance. Ability to analyze financial data, identify variances, organize information, meet deadlines, and communicate clearly with department leaders. Advanced Excel skills and experience with budgeting, accounting, and enterprise resource planning systems required. Knowledge of migrant farmworker communities, culture, and lifestyle preferred.


Working Conditions: Typical office environment. Occasional travel may be required. Physically able to perform tasks including bending, lifting, and moving a minimum of 25 pounds.

Essential Functions: 

  • Manage the agency budget process, including budget development, budget revisions, budget modifications, and budget uploads into applicable accounting and budgeting systems.
  • Monitor budget-to-actual expenditures for adherence to federally approved allocations and internal budget expectations.
  • Review monthly expenditures, identify variances, and communicate budget concerns or trends to the Chief Financial Officer and appropriate department leaders.
  • Coordinate with department managers to review budgets, support budget planning, prepare budget materials, and process approved budget modifications.
  • Assist with the preparation and timely submission of federal grant applications, continuation applications, amendments, and related budget documents.
  • Maintain grant management forms, tracking tools, processes, policies, and procedures to support accurate grant administration and reporting.
  • Support monitoring of non-federal grants to ensure compliance with grant requirements, deadlines, reporting expectations, and approved budgets.
  • Maintain and support the budgeting system, including data uploads, budget setup, user support, and training for staff involved in budget development or monitoring.
  • Prepare monthly, quarterly, routine, and ad-hoc financial analysis and reporting to support fiscal decision-making.
  • Coordinate quarterly budget review activities and assist with budget meetings, follow-up items, and related financial documentation.
  • Work with Finance leadership to support monthly forecasts, cost analysis, cost allocation review, and other budget-related projects.
  • Assist with schedules, documentation, and analysis needed for external audits, grant reviews, and internal financial monitoring.
  • Crosstrain with other Finance areas and provide support for related Finance functions as needed.
  • Attend required training according to the professional development track and maintain current knowledge of applicable budget, grant, and compliance requirements.
  • Perform other duties as assigned.
