The North Carolina Department of Public Instruction (NCDPI) is charged with implementing the state's public school laws for pre-kindergarten through 12th grade public schools at the direction of the State Superintendent of Public Instruction and State Board of Education.
Description of Work
The Budget Analyst II supports the North Carolina Department of Public Instruction’s budget operations by contributing to the development, execution, and analysis of the agency’s annual and biennial budgets. The position provides direct fiscal and analytical support to program leaders, ensuring the effective allocation and management of state and federal resources that impact K–12 public education statewide. This role requires strong technical, analytical, and communication skills to support strategic decision making aligned with departmental priorities.Job Responsibilities:
Participate in the development and execution of the Department’s budgets and associated activities within the state’s biennial budget cycle.
Serve as Lead Analyst, contributing training and guidance to the Budget team and assisting the Budget Managers with special tasks and assignments.
Share lead responsibilities on selected elements of annual budget processes and support continuous improvement initiatives across the team.
Utilize data from multiple systems to perform budgetary analysis and implement budget revisions and journal entries.
Work independently with program offices to provide financial information and strategic guidance for operational decision making.
Analyze expenditure and receipt patterns to identify emerging issues and recommend solutions to division leadership.
Prepare fiscal analyses for agency leadership, the State Board of Education, and other state agencies and stakeholders.
Collaborate with colleagues across the agency to assess priorities and support the development of funding strategies.
Perform additional duties as assigned.

Recruitment Range: $57,983.00 - $95,790.00
Manager Preferences:
- Experience in performing budget planning, execution, and management functions.
- Performing moderately complex financial analyses using enterprise resource planning systems and data analysis tools.
- Communicating complex financial and budget information (written, visual, and verbal) clearly and concisely to diverse audiences.
- Developing and maintaining effective working relationships with internal and external stakeholders.
- Understanding of North Carolina’s budget processes and policies.

Budget Section Information:
The Agency Budget Section provides responsive, transparent, and effective budget planning, fiscal management, reporting, and advisory services to the agency’s senior leadership and program managers, ensuring compliance with state and federal requirements. Staff use their technical expertise and analytical skills to proactively anticipate financial issues and provide recommendations that help mitigate risk and maximize opportunities across DPI’s operations.
Minimum Education and Experience

Bachelor’s degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting; or an equivalent combination of education and experience.EEO Statement
