The Central Services Division is responsible for the critical operations that ensure the agency functions effectively, efficiently, in support of its mission, and in compliance with state and federal requirements. This includes financial management such as budgeting, accounting, payroll, procurement, contracting, and federal grants administration, to ensure fiscal integrity and resource stewardship. The division also oversees information technology and database management, providing secure, innovative, reliable systems that support agency operations. Facilities and records management, risk management, and employee safety functions ensure a safe, organized and compliant workplace. Additionally, the division manages human resources, including strategic workforce planning, recruitment, classification and compensation, employee relations, leave administration, training, wellness programs, and personnel action processing.

WHAT YOU WILL BE DOING

You will provide budget analysis and fund management for the agency, which includes but is not limited to developing, controlling, and monitoring the biennial budget; interpreting state laws, regulations, and procedures to ensure compliance; and working directly with internal partners to provide updated budget allocations and projections.

This position is eligible for hybrid remote work, with a work schedule of 8:00 am – 5:00 pm, Monday – Friday. The incumbent will be expected to be physically at the central workplace located at 550 Capitol St. NE in Salem, Oregon, at least six (6) times per year. This includes attendance at pre-scheduled in-person all-staff meetings. The position may also be required to work at the central workplace on a more frequent basis without advance notice, specifically during legislative sessions.

WHAT WE ARE LOOKING FOR

  • Five years of progressively responsible experience that included the preparation, analysis, and administration of a budget or fiscal system.

-OR-

  • Five years of professional-level experience in accounting, fiscal auditing, management or program analysis. Experience must have included modeling, forecasting and analyzing fiscal information.

-OR-

  • Successful completion of the Department of Administrative Services Budget and Management Public Administrative Trainee Program.

-OR-

  • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration or other analytical or technical degree) may substitute for three years of the required experience.

-OR-

  • A graduate-level degree in any of the above areas may substitute for four of the five years.

The most successful candidate will also have the following skills, experience, and background:

  • Experience analyzing complex financial and budget data, identifying trends, and providing recommendations to support operational and strategic decision-making.
  • Knowledge of governmental budgeting principles, public finance practices, and applicable laws, regulations, and policies related to fiscal management and accountability. 
  • Experience developing, monitoring, and forecasting budgets, including analyzing expenditures, revenues, personnel costs, and funding impacts across multiple funding sources.
  • Skill in interpreting and communicating financial and budget information clearly and effectively to managers, program staff, and leadership with varying levels of fiscal expertise.
  • Demonstrated ability to manage multiple priorities, solve problems, maintain attention to detail, and work collaboratively in a fast-paced environment.
