As a Budget Analyst, you will develop fiscal year budgets. You will also complete fiscal and calendar year cost reports, analyze budget variances, and perform cost analysis of the programs. You will be responsible for other budgetary and cost reporting by management and regulatory government and funding entities, including the Federal Early Head Start grant. You will report to the Director of Budget and will work onsite.
Responsibilities:
- Prepare fiscal operating and capital budgets for programs and departments of Northern Rivers and Member Agencies.
- Responsible for Early Head Start budgeting and financial reporting and liaison with program for fiscal related issues.
- Attend training and maintain ongoing review of online knowledge base system for EHS regulations, rules and policies.
- Maintain the PowerPlan Euna Budget Pro Software Budgeting and Financial Projection System by processing employee change forms, real-time payroll changes, new hire paperwork, and terminations.
- Review and process position requisitions in the payroll system to ensure accurate coding and allocations based on the budget.
- Prepare revenue and cost analysis daily by management, regulators, and funding sources.
- Develop budgets and cost analysis for new programs and changes in funding and payment mechanisms.
- Collect and review units of service, people served, and related services data for CFR reporting.
- Maintain compliance with federal and state cost reimbursement regulations and provide financial data to auditors.
- Attend meetings with programs and department leaders to review actual performance following approved budgets and contracts.
- Develop a time study process used to determine and reconcile proper allocations of staff.
- Review project income statements to identify variances to budget and support the management team in completing financial closings, including break-even entries on applicable programs and contracts.
- Complete regular claims to funding sources for reimbursement against allowable contract expenses on a monthly or quarterly basis.
- Perform other tasks as determined by the Manager Director of Budget, Controller, and CFO.
Requirements and Education:
- Bachelor's degree and at least two years of related experience required.
