Position Summary:
Tidal Basin is seeking a Program Manager for an upcoming large-scale, federally funded grants program. The position provides leadership in designing and implementing federally funded energy efficiency activities created through the Inflation Reduction Act, including the Home Efficiency Rebates (HOMES) and the Home Electrification and Appliance Rebates (HEAR) programs, as well as other funding streams. The Program Manager will be responsible for designing programs that align with federal, state, and U.S Department of Energy guidance; managing subcontractors to ensure program goals are met; adhering to reporting requirements; guiding program staff; and providing project management expertise. This role will require coordination with internal teams, external partners and stakeholders, and clients (to include State Energy Offices). Program Managers will be responsible for overseeing all aspects of the project from start to finish, ensuring timely and cost-effective delivery.
Duties/Responsibilities:
- Managing staff, including subcontractors and subconsultants.
- Program design and development.
- Reviews and creates guidelines and standard operation procedures.
- Oversee project and program contracts, scopes, budgets, and teams with a focus on continuous improvement.
- Communicate key objectives, strategies, and priorities to stakeholders, including leadership.
- Coordinate day-to-day aspects of projects including quality of work product, client communications, scheduling, and utilizing internal and external delivery team members to delivery results.
- Ensures quality standards in customer service to applicants and subcontractors, and delivery team members.
- Managing client expectations and ensuring ongoing communication and collaboration.
- Promptly and accurately address client concerns to assure problem resolution and promote long-term productive relationships.
- Oversees and ensures compliance with all federal, state, and local guidance and policies.
- Prepare comprehensive reports, presentations and other materials for internal and external distribution.
- Supporting development opportunities related to energy programs, including technical writing for proposals.
- All other duties as assigned
Required Skills and Competencies:
- Bachelor degree from an accredited college / university or equivalent work experience.
- Experience in the design, development, and implementation of energy efficiency, weatherization, and/or electrification programs.
- Experience working with local/state/federal government entities, for profit and non-profit organizations, utility providers, and others.
- Demonstrated experience with project management.
- Quantitative and analytical skills; report writing, spreadsheet analysis; experience with data management software.
- Strong written and oral communication skills
- Experience managing schedules, project scopes, and costs in high-volume projects.
- Proficiency in Microsoft Suite
- Excellent writing, interpersonal, presentation, and analytical skills.
- Fluency in both English and Spanish is required.
Required Education and Experience:
- Degree in Engineering, Economics, or Business is a plus.
- 5 years of experience related to energy or weatherization program management.
- Proficiency in data management and reporting software required.
