Position Summary:
Responsible for managing the day-to-day administration of employee benefits and leave programs. This role ensures that all benefits and leaves are accurately processed, compliant with regulations, and accessible to employees. Assist Human Resources team with human resources projects as requested.
QualificationsPOSITION RESPONSIBILITIES
Benefits Administration:

Coordinate and ensure benefit enrollment process for all new hires who are eligible upon hire

Coordinate and ensure benefit enrollment for all variable hour employees, who become eligible through the ACA measurement periods

Follow up on and resolve employee benefit questions- connect with broker for claims concerns and issues

Reconcile benefit invoices for HR Director approval and submission to Finance
-
Coordinate EDI feeds for Benefit Plans
-
Conduct Open Enrollment and Special Enrollment for employees with qualifying events
-
Ongoing monitoring of ACA compliance, required reporting, and documentation
Leave Coordinator

Administer all employee leave programs, including:

Family and Medical Leave (FMLA)

Paid Family Leave (PFL)
-
Short-Term Disability (STD)
-
Long-Term Disability (LTD)
-
Workers’ Compensation (as assigned)

Military Leave
-
Personal Leave of Absence
-
Bereavement Leave
-
Jury Duty Leave

Serve as the primary point of contact for employees and managers regarding leave requests, eligibility, and return-to-work procedures.

Determine employee eligibility for leave programs in accordance with company policy and applicable federal and state laws.

Provide employees with required notices, certification forms, and leave documentation within required regulatory timeframes.

Review medical certifications and support documentation for completeness and compliance.

Track leave usage, intermittent leave, reduced schedules, and leave balances accurately.
-
Maintain confidential employee medical and leave records in compliance with privacy regulations.
-
Coordinate with payroll to ensure proper coding of paid and unpaid leave and accurate benefit deductions.

Work closely with benefit providers, insurance carriers, and third-party administrators to facilitate disability and leave claims.

Communicate regularly with employees throughout the leave process regarding status updates, required documentation, and return-to-work expectations.

Coordinate fitness-for-duty certifications and return-to-work releases when appropriate.

Partner with supervisors and Human Resources to facilitate reasonable accommodation and interactive process discussions when applicable.

Monitor leave timelines to ensure compliance with federal, state, and company deadlines.

Educate managers on leave laws, company policies, and best practices.

Maintain accurate leave reports and provide periodic metrics on leave utilization, trends, and compliance.

Audit leave files to ensure documentation is complete, and regulatory requirements are met.

Stay current on changes to employment laws and regulations affecting leave administration.

Assist with the development and revision of leave policies and procedures.
-
Provide exceptional customer service while handling sensitive and confidential employee matters with professionalism and compassion.

Support Human Resources with additional employee relations or benefits projects as assigned.
Unemployment Claims Management:

Review of incoming unemployment claims
-
Review of claims and monthly reports with HR Director
-
File notice of protest within required timeframe
-
Coordinate witness attendance for hearings. Act as designee for HR Director
ADDITIONAL RESPONSIBILITIES:

Comply with all Department of Labor, IRS, EEOC, OSHA, ADA, FMLA, ERISA and other regulations, requirements, and documentation.

Comply with all State and Federal regulations as applicable (COBRA, HIPPA, OSHA 300,)

Perform data entry of agency information in a timely manner.

Act as back-up for the Human Resources Team when necessary.

Perform miscellaneous human resources projects as requested.

Qualifications:

Associate’s degree in HR preferred

3-5 years benefits and leave or similar HR experience
-
Understanding of OPWDD regulations helpful

Knowledge of federal, state, and local labor laws required
Work location: Syracuse - Onondaga County
Hours and days: Monday-Friday 8:00am -4:00pm
Compensation: $25.00 -$28.83 per hour
Non -Exempt
40 hours per week, including one-hour paid lunch
Skills Required
- 3-5 years benefits and leave or similar HR experience
- Associate's degree in Human Resources
- Knowledge of federal, state, and local labor laws (e.g., FMLA, ADA, ERISA, COBRA, HIPAA, OSHA)
- Understanding of OPWDD regulations
- Strong technology skills
- Experience administering benefits programs (enrollment, open/special enrollment, EDI feeds, invoice reconciliation)
- Experience administering leave programs (FMLA, PFL, STD, LTD, Workers' Compensation)
- Excellent verbal and written communication skills
- Meticulous attention to detail
- Ability to maintain confidential employee medical and leave records and ensure compliance
