The Grantee Specialist will be part of the Office of Head Start Training and Technical Assistance (TTA) team working with our client, the U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS). For more details about this program, please see the information at the bottom of this job post. 

The Grantee Specialist must be stationed in Puerto Rico.

How You Contribute to the Team

  • Provide on-site, group, and virtual T/TA to grantees related to governance, program management, and fiscal operations, including supporting grantees in the following areas: 
    • Correction of areas of noncompliance and deficiencies identified through the federal monitoring process. This may require on-site work for periods of time ranging from one day to several weeks. 
    • Development and implementation of a Quality Improvement Plan (QIP) that addresses root causes of the areas of noncompliance and deficiencies for grantees, as directed by the regional office. 
    • Improvement of program oversight and management in areas of concern identified through the Regional Office oversight processes. 
  • Maintain regular and timely communication with the appropriate Regional Office staff on delivery of TTA and progress toward corrective actions or quality improvement. 

  • Coordinate TTA with Early Childhood, Family Engagement, Health, and System Specialists to ensure effective integration of management systems TTA that supports improvements to education, family services, and health services, as directed by the Regional Office. 

  • Develop and provide effective presentations and training in areas related to program management and fiscal operations. 

  • Support emerging OHS initiatives and priorities. 

Perform these and other reasonable tasks as assigned by management in support of BCT’s goals and objectives.

What You Bring to the Table

  • Bachelor’s or advanced degree from an accredited university or college. 

  • Courses, conferences, seminar attendance, relevant work experience and other events that demonstrate remaining current in the relevant field; required when the highest degree was awarded more than ten years ago.

  • Minimum of 5 years’ experience related to program and/or organizational management and/or fiscal operations with HS/EHS programs and the development and implementation of comprehensive management systems. 

  • Experience supporting grantees to improve the effectiveness and quality of program operations and management systems. 

  • Experience providing technical assistance that includes working with governing bodies, management teams and program staff. 

  • Experience assisting organizations to address compliance issues. 

  • Experience communicating, both when speaking and in writing, to various audiences. 

Desired Requirements:

  • Fiscal expertise in areas such as budgeting, multiple funding sources, applicable uniform guidance regulations, Head Start specific audits, and the fiscal role of the governing body. 

  • Experience facilitating group discussions and presenting to a range of audiences. 

  • Experience analyzing data and assisting programs to make data driven decisions.

There are multiple factors considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. 

BCT offers a competitive total compensation package that, for this position, includes a base salary between $65,000 and $105,000 along with a generous benefits package. BCT’s benefits include heavily subsidized medical, dental and vision coverage, fully vested 401k plan with company match, company paid life and disability insurance plans, paid family leave, and a plentiful paid time off policy.

Though we do have staff in all four time zones, BCT Partners works primarily on Eastern Time. About this Program 
Head Start is a nationwide comprehensive child development program serving pregnant women, eligible children from birth to five years old, and their families. The U.S. Department of Health and Human Services (HHS), through the Administration for Children and Families (ACF) and the Office of Head Start (OHS), provides grants to local public, private non-profit, and for-profit agencies to offer Head Start and Early Head Start services to economically disadvantaged families. The Head Start Act mandates that a portion of these funds be dedicated to Training and Technical Assistance (TTA) activities, which are aimed at enhancing the capacity of local programs to address priority areas, including school readiness, staff training and development, and addressing any issues identified through federal monitoring. 

The TTA system plays a crucial role in supporting program staff to deliver high-quality services that promote school readiness for children and strengthen their families.
