The AWS Cloud Engineer will support the Texas Health and Human Services Commission. This role is responsible for migrating Oracle workloads to AWS using AWS Database Migration Service (DMS), supporting full-load, Change Data Capture (CDC), and real-time streaming data migration architectures. The engineer will design and implement AWS infrastructure and networking components, leverage core AWS services and Infrastructure as Code tools, and lead migration planning, cutover, and rollback strategies. The role also involves scripting and automation, monitoring and logging, and modernizing legacy on-premises systems within hybrid cloud environments.
Responsibilities:
- Migrates Oracle workloads to AWS using AWS Database Migration Service (DMS).
- Supports full-load, CDC, and real-time streaming data migration architectures.
- Designs and implements AWS infrastructure and networking components, including VPCs, subnets, security groups, and routing.
- Configures and manages core AWS services, including EC2, RDS, S3, IAM, and Lambda.
- Develops and maintains Infrastructure as Code using Terraform or CloudFormation.
- Executes ETL/ELT processes and data integration methodologies for cloud migration projects.
- Writes and maintains automation scripts using Python, Bash, or PowerShell.
- Configures and manages cloud network security, including VPNs and Direct Connect.
- Implements monitoring and logging using AWS CloudWatch and CloudTrail.
- Develops data migration and cutover plans, including rollback strategies to minimize downtime.
- Documents technical designs and migration runbooks for stakeholders.
- Supports hybrid cloud/on-premises connectivity and legacy system modernization efforts.
Requirements
Minimum Qualifications:
- 8 years of experience in IT, supporting the design, development, deployment, or delivery of technology solutions.
- 8 years of experience using AWS Database Migration Service (DMS) to migrate data from Oracle to AWS.
- 8 years of experience with batch and real-time data ingestion, including full loads, Change Data Capture (CDC), and streaming architectures.
- 8 years of experience with AWS cloud services, specifically designing and implementing infrastructure and networking (VPC, subnets, security groups, routing).
- 8 years of experience with core AWS services (EC2, RDS, S3, IAM, Lambda) and infrastructure-as-code tools (CloudFormation or Terraform).
- 8 years of experience with ETL/ELT processes and data integration methodologies in cloud migration projects.
- 8 years of experience with scripting and automation using Python, Bash, or PowerShell.
- 8 years of experience configuring and managing cloud network security, including VPNs, Direct Connect, and security groups.

Additional Requirements:
- Local candidates only; must currently live within 50 miles of the Austin, Texas work location.
- Services are expected to start 09/01/2026 and are expected to complete by 08/31/2027.
- Total estimated hours per candidate shall not exceed 2,008 hours.
- This service may be amended, renewed, and/or extended if both parties agree to do so in writing.
Work Location and Schedule:
Location: 4601 W. Guadalupe, Austin, Texas 78751.
Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.
Work Arrangement: Hybrid – On Site and Telework.
