The Bank holds several key System roles, including leading the Financial Support Office, which directs financial management for the System, including managing the budget and related technology programs. The Bank develops and leads innovative payments programs. One example is the recently launched FedNowSM Service ("FedNow"), a real-time gross payments settlement system. The Bank also played a central leadership role in the Federal Reserve's crisis responses during both the Great Financial Crisis (2008) and the global pandemic (2020). The Bank is a thought leader and innovator in numerous areas, including financial stability, monetary policy, and community development.

Position Overview
The Federal Reserve Bank of Boston is seeking an accomplished Head of Talent and Learning to lead our talent management, talent acquisition, and learning & development functions. This strategic leadership role is a member of the HR leadership team and is instrumental in building organizational capability, strengthening talent pipelines, and advancing a high-performance culture that supports our mission-critical work.
Reporting to the VP, People & Culture, this leader will oversee a team of 10 professionals, including 3 direct reports, and will be responsible for designing and executing an integrated talent strategy aligned to the Bank's strategic priorities and in collaboration with Federal Reserve System peers.

What You'll Do
Strategic Talent Leadership
  • Develop and execute a comprehensive talent strategy encompassing talent acquisition, learning & development, and talent management aligned to the Bank's strategic priorities and workforce needs
  • Lead enterprise-wide talent review and succession planning processes, ensuring robust pipelines for critical roles across all business areas
  • Partner with HR Business Partners and business leaders to identify and close capability gaps in areas such as leadership, technical expertise, regulatory knowledge, and specialized Federal Reserve competencies
  • Provide strategic counsel to senior leadership on talent risks, workforce trends, and organizational capability needs
  • Leverage talent analytics and workforce data to inform strategy and measure program effectiveness - providing actionable insights and recommendations to HR leadership and business stakeholders

Talent Management
  • Establish robust succession planning frameworks for executive and critical roles across the organization
  • Drive internal mobility and career pathing to retain and develop key talent
  • Lead the design and continuous improvement of processes and tools that reinforce accountability and development
  • Build talent pipelines aligned with future workforce needs, aligning with the System and Bank's strategic plans

Talent Acquisition
  • Oversee the talent acquisition function to attract, assess, and hire high-quality talent in a competitive market
  • Build strong talent pipelines for critical and hard-to-fill roles, including economists, technology professionals, and specialized banking functions
  • Leverage data analytics and market intelligence to inform sourcing strategies and improve hiring outcomes

Learning & Development
  • Design and scale a modern learning ecosystem that builds capability across technical, functional, leadership, and regulatory domains
  • Architect and implement leadership development programs that build capability from frontline leaders to executive leadership
  • Ensure learning solutions are practical, scalable, accessible, and directly tied to business outcomes and organizational effectiveness
  • Partner with business leaders to identify development needs and create targeted learning interventions
  • Integrate compliance and regulatory training requirements into cohesive learning frameworks

Team Leadership & Collaboration
  • Lead, develop, and inspire a team of 10 talent professionals, including 3 direct reports; fostering a culture of innovation, continuous improvement, and service excellence within the team
  • Manage external partners and vendors to deliver high-quality, cost-effective solutions
  • Build strong collaborative relationships across the Boston Reserve Bank and the broader Federal Reserve System, participating/leading both local and system-wide committees and initiatives
  • Demonstrate willingness to roll up sleeves and engage directly in execution when needed

What You'll Bring
Required Qualifications
  • Bachelor's degree in HR, Organizational Development, Business, or related field
  • 12+ years of progressive HR experience with deep expertise spanning talent acquisition, learning & development, and talent management
  • Demonstrated success building and executing integrated talent strategies in complex, matrixed organizations where strong collaboration and influence is critical
  • Proven experience leading teams and developing talent
  • Strong business acumen with ability to align talent strategies to organizational priorities

OTHER REQUIREMENTS
  • Eligibility to work in the United States or Eligibility for a top-secret-level security clearance which necessitates the candidate be a US Citizen.
  • Residency in the First District within commuting distance to the Bank to manage an on-site team.

The salary range for this position is $225,900 - $338,900. The Boston Fed believes in salary transparency. The final salary and offer will be determined by the applicant's background, skills, internal equity, and alignment with market data. ETHICS CONSIDERATIONS and PROHIBITED ACTIVITIES
It is indispensable to the proper functioning of, and the maintenance of public confidence in, the Federal Reserve, for the Bank and the System to function properly and maintain high public confidence. It is essential for every employee to perform their duties with honesty, integrity, and impartiality, without improper preferential treatment of any person or organization. Work is performed in an office environment and requires the ability to operate standard office equipment and keyboards. At times, officers may be required to work evenings and/or over the weekend.
