Northrop Grumman Mission Systems (NGMS) is seeking a Program Manager 2 to support the MESA Wedgetail ISS Phase 4 program in Australia. The selected candidate will start in this position onsite in Linthicum, MD, and will relocate to Australia in the first quarter of 2025 for a minimum period of 24 months.
What You'll Get to Do:
The selected Program Manager will direct all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
The selected candidate will manage a major Australian Defense program within the larger organizational unit, setting & operating to objectives & providing guidance to subordinates based on goals, objectives & company policy. Other manager responsibilities will include: product performance, system maintenance, integrating product upgrades, risk management, and project performance addressing cost, schedule, and technical quality. Have full responsibility for all aspects of program performance on a large technical services-type contract.
Additional Responsibilities:
- Provide OEM engineering support to the Royal Australian Air Force (RAAF) and Boeing Defence Australia (BDA).
- Manage a team of six engineers, two US expats and four Australians, who provide technical advice ensuring aircraft availability.
- Provide system knowledge to sustain the E-7 platform which includes analysis, design, development, implementation, support and enhancement.
- Manages design concepts, criteria and engineering efforts for product improvement and upgrades.
- Responsible for the cost, schedule and technical performance for in-country work to ensure the RAAF receives the greatest value for money.
- Establishes milestones and monitors adherence to master plans and schedules.
- Accesses US NGC enterprise systems in order to provide real time information to the customer.
- Participates in the negotiation of Australia supplier subcontracts and contract changes.
- Manage US ITAR licenses and provisos to ensure compliance of controlled and restricted data.
- Provides guidance to subordinates based on customer needs while ensuring compliance to organizational goals and company policy.
- Work is reviewed in terms of meeting the organizations objectives and schedules.
- Influences & impacts strategy.
Basic Qualifications:
- Bachelor’s Degree and 10 years or a Master’s Degree and 8 years of experience supporting U.S. Government contracts and customers and/or project management in other industries.
- Experience leading the performance of tasks on schedule, within budget, and achieving all requirements as either project lead, integrated program team or cost account manager.
- Demonstrated success leading teams/and or organizations to achieve a common goal.
- Knowledge of the MESA product line.
- US Citizenship.
- Active Secret Clearance.
Preferred Qualifications:
- International Contract experience and customer support.
- STEM degree or prior technical experience.
- Prior subcontracts experience.
- Management experience.
Salary Range: $145,000.00 - $217,400.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
