Develops applications and performs system analysis, feasibility studies and systems design on complex applications under the supervision of senior software developer. Performs logic definition, coding, testing, debugging and documentation. Provides training and direction for applications systems personnel. Plans, develops, tests, and documents computer programs by performing the following duties:

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor’s degree in Information Technology or Computer Science OR four (4) years’ experience in analysis and/or programming required.

2. This position may require additional certification in support of the responsibilities of the position, which will be provided by WVUHS Information Technology. Certification completion will be required within four months of formal certification training completion.

3. Internal employees must meet all mandatory competencies in current position in order to qualify for promotion within IT.

PREFERRED QUALIFICATIONS:

EXPERIENCE:

1. Minimum one (1) year of analysis and/or programming experience or equivalent training preferred.

2. Minimum one (1) year of experience working with Healthcare applications preferred.

3. Microsoft / Web, Experience with the following preferred: Familiar with C#, ASP.NET, MVC, Umbraco. Familiar with Microsoft Sharepoint development and Administration. Experience in PHP, Wordpress. Custom theme and plugin development. Familiar with MS SQL database administration and queries. Familiarity with MySQL database, and MySQL queries. Working knowledge of  CSS, Javascript HTML. Familiar with responsive design concepts. Working knowledge of Photoshop.

4. Epic Chronicles, Experience with the following preferred: Familiar with Visual Basic, .NET framework. Familiar with Cache. Familiar with Mumps.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position.  They are not intended to be constructed as an all-inclusive list of all responsibilities and duties.  Other duties may be assigned.

1. Business Requirement and Process Analysis: Preforms business requirements under direction of an experienced Analyst. Uses basic analytical methods to analyze and streamline business processes. Documents existing workflow/current business processes. Assists in completing service requests. Observes joint application development sessions.

2. Systems Analysis: Drafts technical requirements and designs specific modules or programs within a larger system under direction of an experienced Systems Analyst. Assists with creating prototype designs for low-risk projects. Documents existing workflow/current business processes. Performs Functional and Integrated testing and prepares test scripts for basic workflows.

3. Systems Integration: Understands and uses data structures, data extraction techniques, and job submission procedures and has the ability to apply them in the development of solutions to systems through the writing of basic system specifications.

4. Software Development and Troubleshooting: Completes simple software development using advanced features of software tools. Troubleshoots software issues using basic programming features including specialized analysis, reporting and query tools such as Chronicle or SQL.

5. Business recovery: Ensures that the applications/systems, for which this position is responsible for, are recoverable in the event of software or hardware failure, in alignment with business criticality needs, HIPAA, or other regulatory requirements. Coordinates the preparation and testing of the organization’s Disaster and Recovery Plan for their systems.

6. Report Writing: Experienced using advanced features of desktop office software tools. Experienced using basic features of programming like specialized analysis and reporting.

7. Project Coordination: Reviews, identifies and documents any issues, barriers, or risks and brings them to management’s attention. Provides Project/Task Coordination Services to customers as assigned. Participates in joint application and/or technical development sessions. Apprises status, schedule variances, and outstanding issues with team members and project managers. Manages workload and balances quality of work with deadlines.  Assists in controlling project costs and communicates any project-related expenses (as assigned). Suggests ways to better accomplish assigned tasks. Successfully meets deadlines, users’ expectations and project goals. Participates in departmental and project teams as requested in a support role and reports all relevant information and/or notes back to the rest of the team. Manages expectations and engages management to review/resolve any potential changes to project scope, expected deliverables, etc. Successfully meets deadlines, users’ expectations and project goals. Participates in departmental and project teams as requested in a support role and reports all relevant information and/or notes back to the rest of the team.  Manages expectations and engages management to review/resolve any potential changes to project scope, expected deliverables, etc. Participates in post implementation review of projects. Implement changes while adhering to the change control policy and procedures for the project in order to deliver a successful solution to the customer.  Communicates to all parties the natures, significance and risk factors of corresponding projects.

8. Team Building: Participates in training and professional development sessions. Participates in departmental teams. Travels independently to remote sites and communicates back to the team while working offsite (if assigned).   Exhibits objectivity and openness to the view of others, including patients/families and customers Offers assistance and support to co-workers. Contributes to building positive team spirit and cohesiveness. Balances team and individual responsibilities. Works proactively and cooperatively in group problem-solving situations. Proactively works to resolve conflicts. Encourages peers to seek innovative approaches to solve problems. Engages peers/employees in improving the quality of the work.

9. This position may require travel to other West Virginia United Health System (WVUHS) facilities or affiliated sites to assist with implementations, training, and/or support.

10. Adheres to the established policies of the WVUHS as well as the policies of the entity or entities where the IT team member is assigned to work and/or employed.

11. Accepts on-call responsibilities and responds with action, either by phone call or on-site as defined by Department Policy

12. Other duties may be assigned.
