Job Summary
As a Associate Project Administrator - Hybrid, Mandaluyong City will be part of the IT project management support pool of the ITD Program Management Division (ITPM), and for the duration of the project he/she is involved with, shall report directly to the PgM or PM accountable for the project with an administrative reporting line to the IT Specialist (Portfolio Management) and Senior IT Officer (Portfolio Management) under the Director, ITPM. After the IT project is complete, the Associate PA will either be assigned to a new program/project or released if no longer required. The time spent once deployed to a program/project shall be charged to the program/project’s budget, while costs incurred doing operational or non-project work shall be covered by ITPM (through ITD-AE Budget).Job Description
We are looking for an Associate Project Administrator - Hybrid, Mandaluyong City to develop the program or project’s plans, tracking progress and status against the plan, and ensuring information is updated. This position will be full-time and hybrid in Mandaluyong City.
What You'll Do
Reviewing and understanding the project schedule to determine whether the scope will be delivered within the targets of the project
Closely following up stakeholders on action items
Actively tracking risks, assumptions, issues, and dependencies, and recommends to the PgM or PM preventive and corrective measures to bring the project back on-track, including the timely raising of Change Requests
Ensuring the project is guided by ITD’s Project Management Framework (PMF), the Implementing Guidelines for Financial Controls (IGFCs for Special CapEx IT projects), other ITD frameworks and client's guidelines (e.g., administrative order on procurement) relevant to the project
Project Status Report (PSR) fortnightly, the Budget and Procurement Report (BPR) with corresponding update of project financials in Apptio, Payment Items List, Calendar Highlights, and project profile and trackers in MS Project Online monthly
Presentation materials and minutes for the project management committee (PMC), project steering committee (PSC), executive steering committee (ESC), IT Data Committee (ITDC), and/or other pertinent stakeholder meetings
Artifacts required for health checks, IT attestation, and other project audit exercises
Establishes and maintains the project’s collaboration site where all program and project documents and records are stored
Develops and maintains the resource plan (including resource utilization, renewals, releases, engagements, etc.), and ensures that resource timesheets are up-to-date
Updates and maintains the project’s workplan / schedule by
Ensuring the integrity and update of the workplan’s baseline and that it has the latest information
Setting up the assigned resources and corresponding allocation of each resource to the project workplan
Fine-tuning the activity and task details if needed by adjusting task relationships, setting up constraints, changing the task types, entering deadline dates, and setting up recurring tasks
Resolving cases of resource over-allocation in the project
Transfers knowledge to other program or project staff and personnel as needed
Performs other project-related work and outputs required by ITPM
What You'll Need
Required:
5+ years of Project Management experience demonstrated by a proven track record of success in multiple IT projects (preferably related experience in software solution delivery and/or IT infrastructure/network projects)
3+ years’ experience with SDLC (preferably with experience in using “agile” methods in delivering software solutions)
Proficient in project management software (preferably MS Project and/or Project Online) and MS O365 (including SharePoint)
Preferably with experience as IT project administrator or coordinator
Knowledge of both theoretical and practical aspects of project management
Knowledge of project management techniques and tools
Demonstrated experience and expertise in planning and monitoring processes for IT capital projects, involving system development, integration and implementation
Proven experience in project planning, risk management, and people management
Experience in working with technical teams and driving initiatives/work across multiple areas from solution development or delivery perspective
Ability to manage competing priorities on an ongoing basis, preferably in negotiating priorities and resolving conflicts
Understanding of application programming, database and system design especially for software solution delivery
Preferred:
Relationship management skills (influence, negotiation, consulting, etc.)
Capable of working well with teams
Strong written and oral communication skills
Ability to work within a diverse cultural environment
Strong analytical and problem solving skills
Self-driven, and can work with minimal supervision
Preferably CAPM, PMP, PRINCE2, Agile-PM, PMI-ACP, PSM/CSM, ITIL certified or other related certifications
