POSITION: Associate Director-Programs and Operations,

PROJECT: EpiC Nepal Project

The Associate Director –Programs and Operations will work under the supervision of the EpiC Project Director/Country Representative and will provide oversight and quality assurance for project start-up in expansion areas, as well as field-level implementation and monitoring, reporting, budget management and tracking tasks in close collaboration with technical, finance and operations staff. The position will ensure an efficient and successful subgrant management process and will ensure compliance with internal and external regulations, including adherence to budget, scope, and schedule requirements of the project. This position will provide support for liaising and coordination as well as cultivating strong working relationships with government and non-government stakeholders The position will plan and direct schedules and monitor budget/spending. The Associate Director-Program and Operations will select, develop, and evaluate personnel to ensure efficient project implementation and will work closely with management to ensure financial, administrative, contractual, logistical efficiency and compliance. This position will serve as a liaison between staff and the organization’s administrative, technical, and enterprise services to maintain smooth operations between headquarters and field offices.  

KEY RESPONSIBILITIES

  • Provide support to the EpiC Nepal Country Representative to ensure all projects are implemented in an efficient, compliant, timely and results-oriented manner
  • Lead the project management functions for EpiC, including development of structured annual workplans, ensuring smooth program implementation, track performance, budgets and deliverables and reporting.
  • Manages, implements, and monitors systems, services, staff, and budgets to achieve financial, administrative and project goals.
  • Cultivate strong working relationships with local, national, and international government and non-governmental stakeholders including US Department of State/US Embassy and all local implementors (IAs) to ensure smooth operation of project activities
  • Provide support to the Project Director/Country Representative and HQ backstop to ensure that donor and HQ requests are appropriately responded to and deliverables duly submitted
  • Support for coordination and collaboration for the team with in-country government and non-government stakeholders, including health partners, project implementation partners.
  • Oversee/manage partnerships and ensure strong lines of communication and collaboration are established and maintained.
  • Supports Project Director/Country Representative in clearing all expenditure relating to budgets for his approval.
  • Support project staff to write protocols, papers, document project reports and disseminate lessons learned and best practices, incorporating these into new designs and ensure accuracy and appropriateness.
  • Collaborate with the Project Director/Country Representative to proactively identify opportunities for new project initiatives and funding to support them.
  • Support to recruit and orient, project staff to support project and ensure the completion of programmatic and workforce planning needs are met and achieved.
  • Constantly troubleshoot, identify and elevate project implementation and management emerging issues to Project Director/Country Representative and management team as appropriate
REQUIREMENTS
  • Master’s degree in Management, Public Health, or a related field (such as Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences, International Development, or Human Development) with five to seven  years of experience in project management, including cross-cultural communications and familiarity with US Government rules and regulations, along with three years of line management experience; or a bachelor’s degree in a relevant field with seven to ten years of related experience.
  • Project Management (PM) certification is preferred.
  • Demonstrated leadership qualities, with accompanying depth and breadth of program, operations and management expertise.
  • Requires 10%–25% travel.
  • Proactive in managing multiple tasks, managing and working in the virtual work environment, and flexible and open to managing time working with different teams in different time zones as needed.  
  • Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.  
  • Experience using Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) an advantage.
  • Excellent oral and written English and Nepali including documentation skills
  • Collaborates with cross functional groups on matters concerning staff development that leverages international staff to mentor local staff, so as to maintain project accountability and scale in the short term and fast track capacity building for the long term.
  • Supports performance management and professional development of direct reports, including ongoing feedback, coaching, and career support.
  •  Perform other administrative duties as assigned by the supervisor and Country Representative.
