The Global Ethics & Compliance (E&C) is an independent Business Partner function that reports up to the Global Chief Ethics & Compliance Officer and JPBU E&C is embedded in the Business Unit. E&C will respond rapidly to changing environment and business needs, it is close to the market, and encourages ethical behavior in line with Takeda's values. Digital Ethics & Compliance (DE&C) is part of the Global E&C organization and focuses on what the organization needs by ensuring ethical behavior plays a fundamental role in risk mitigation while being a forward-thinking leader in risk identification and mitigation, and building an innovative function supporting achievement of Takeda's Vision and digital ambition.
As a Data Privacy Lead, you will support the Digital E&C Head in ensuring that the JPBU/JOBU and Global Ethics & Compliance objectives are achieved. You will focus on addressing digital, data ethics, and compliance risks by providing a framework, policies, SOPs, and other tools that support Takeda to incorporate ethics, compliance, and privacy by design in their processes, data, and technology programs and platforms by deploying the Global E&C Program to strengthen Takeda's ethical culture, risk management and regulatory compliance within JPBU/JOBU. This team acts as a DE&C authority, trusted partner, and collaborator to ensure all data & digital operations are compliant and ethical, while also leveraging the latest technologies to drive innovation and growth. In terms of Privacy matters in Japan, the DE&C assumes a role of Center of Excellence for all Japan (including JPBU/JOBU/TPC Japan) and as the Data Privacy Lead, you are empowered to lead initiatives as SME at JPBU/JOBU.
This role is expected to contribute:
- Collaborate across all E&C teams and partner with stakeholders to embed ethics and compliance as part of the way everyone works at Takeda.
- Support the Head to partner with the Global DE&C team to build and establish Global DE&C framework and subsequent deployment within JPBU/JOBU as necessary.
- Support the Head to co-creating and support the development of the Global DE&C framework by embedding Japan specific requirements, the frameworks covering ethical use of technology and data. Raise awareness of ethical innovation (including technology ethics) throughout Japan.
- Partner with JPBU/JOBU and Japan Region DD&T, business colleagues and E&C team members on technology decisions and their impact on the JPBU/JOBU, and broader Takeda organizations.
- Assist in the development and implementation of the Global DE&C framework within JPBU/JOBU.
- Provide guidance on compliance requirements, policies, procedures, and risk methodology.
- Support the development and use of innovative technologies, including artificial intelligence, ensuring they are compliant and ethical.
- Monitor and analyze current and emerging local industry trends and assess their potential impact on the organization.
- Conduct in-depth regulatory analysis within the Japan region to understand the nuances of existing regulations.
- Plan and create training related to Digital E&C and coordinate with relevant teams.
- Stay up to date with evolving best practices and standards within the industry and with industry benchmarks.
- Plan and create trainings related to Digital E&C, where applicable, and coordinate with relevant team(s).
- Handle data privacy issues as a Business Partner in JPBU/JOBU.
- Ensure alignment of the data privacy strategy with the build-out of Ethical Innovation.
- Participate in crisis management as a subject matter expert and manage regulators' expectations and requirements in a timely manner.
- Center of Excellence regarding data Privacy matters including acting as the counterpart for regulators such as the Personal Information Protection Committee and MHLW and regulatory matters happening in Japan.
- Ensure that Japanese laws and regulations are incorporated in the data privacy strategy for Takeda in Japan.
- Provide guidance and challenge on data privacy matters, including strategic decisions with privacy implications.
- Prepare materials for and periodically lead topics in JPBU Risk, Ethics & Compliance Committee meetings and Japan Country Committee.
- Contribute to the Global E&C program development (Code of Conduct, Speak Up, Values initiatives, Policies and Procedures, etc.).

Requirements:
- Strong analytic skills and curiosity to pursue root causes and solve problems.
- Ability to work cross-functionally and manage matrix relationships.
- Bilingual in English and Japanese with strong reading, speaking, and writing skills.
- Good understanding and aspiration to utilize data analytics, numbers, and advanced technology.
- Strong and persuasive communication skills with global colleagues and stakeholders.
- Strong understanding of internal rules and SOPs, and JPMA/FTC rules and Japan pharma regulations as well as U.S. DOJ requirements.
- Strong understanding of laws, regulations, and rules related to data, , digital, technology, and privacy.
< Educational background >
- Bachelor of Law/Economics/Science, Data Analytics/Data Science/AI degree, Master degree and/or PhD could be beneficial.
< Practical experience >
- 5+ years at pharma (Legal/E&C/Audit/Sales/MA/R&D/Data& Digital) or healthcare industry
< Skills and Qualifications >
- License/Certification/Qualification in data privacy.
- Data analytics, digital, IP, AI risk/governance and/or technology background is preferred.
< Language >
- Fluent in speaking/reading/writing in both English and Japanese.
