REQUIRED QUALIFICATIONS
KNOWLEDGE AND SKILLS:

Working knowledge of management; must have an understanding of general management practices and principle.

Demonstrated ability to work independently, exercise discretion, and manage multiple priorities at once.

TITLE:  Associate Chief of Staff

ORGANIZATIONAL CENTER: This position reports to a Deputy Commissioner or Chief of Staff.

GENERAL STATEMENT OF DUTIES:  Incumbent supports the coordination of departmental activities on behalf of the Commissioner, Deputy Commissioner and Chief of Staff to ensure the development and implementation of RIDE’s priorities.

LEADERSHIP, MANAGEMENT AND COLLABORATION:  The functions of leadership, management and collaboration are to be integrated so as to achieve both product and process objectives. Teamwork and mutually supportive methods are ascribed as successful outcomes and are necessary for providing high quality service and achieving high standards of performance. Work must be conducted in ways that include and involve those who have a stake in the outcome and must ensure that issues related to equity and special needs are addressed in a comprehensive fashion. Must work in collaboration with other team members to support the Department’s strategic plan’s priorities, including extensive work with cross-functional teams and with community stakeholders.

SUPERVISION RECEIVED:  Works in cooperation with colleagues with considerable latitude for the exercise of initiative and independent judgment; work is reviewed upon completion of results obtained and on collaborative process used in achieving results. The Associate Chief of Staff is subject to an annual performance assessment.

SUPERVISION EXERCISED: Facilitates, directs, coordinates and assesses the work of professional, technical, and support staff. Work is reviewed in process, as necessary, and upon completion for achievement of desired results and on collaborative processes used in achieving results.

ILLUSTRATIVE EXAMPLES OF WORK PERFORMED AND ESSENTIAL FUNCTIONS:

Directs efforts to improve the operational efficiency and effectiveness of the department towards achieving the department’s priorities, including establishing systems and structures across the agency.

Advises the Commissioner, Deputy Commissioner, Chief of Staff and leadership team of work processes surrounding initiatives, agency performance against goals, and strategic priorities; identifies and executes both strategic and tactical adjustments to ensure the agency goals and initiatives are met efficiently and effectively. 

Develop, research, identify, and implement a comprehensive effective system that will promote the strategies or initiatives of the agency and the Department’s agenda.

Coordinates agency performance management and improvement efforts through a data-driven approach aligned to ongoing strategic priorities.

Coordinate the development of project plans for those strategies, which includes the identification of performance metrics that reflect emerging trends, practices, and new innovations to the degree of implementation and success or failure of the chosen strategies. 

Lead and provide direction on the implementation of projects and the management across the agency for goals and initiatives, which include design and training, coaching, and other resources.

Monitors, evaluates, reports, and presents on progress, problems, and solutions of the project to all stakeholders.

Participates on and/or leads various committees, panels, work teams, and task groups as appropriate.

Perform related work as required.
