Execute SWIFT operation function effectively by ensuring accurate and timely management of SWIFT messages within secured and up-to-date environment to support the Bank’s management of treasury transactions in meeting the relevant strategic outcomes under monetary policy implementation, reserves and funds management.
ResponsibilitiesPRINCIPAL ACCOUNTABILITIES
1. SWIFT Business Operations
- Execute daily operations effectively by ensuring accurate and timely transmission of all outgoing SWIFT messages and distribution of all incoming messages to the relevant department/owner.
- Monitor, reconcile and validate the outgoing and incoming messages as per the internal procedures to mitigate fraudulent messages (effective management of fraudulent risk).
- Prepare and check the start-of-day, mid-day and end-day control reports for submission to the supervisor to ensure secured and effective operations and risk management.
2. SWIFT System Management
- Manage the SWIFT Alliance Access (SAA) effectively by ensuring proper start-up/shut-down at the required time, timely monitoring and investigations of alerts and audit logs as per the internal policies and procedures to support effective and efficient SWIFT daily operations.
- Perform on-going review and update of data (e.g. Bank Identification Code) within SAA to ensure the Bank maintains the required and current data within its environment.
- Monitor development of SAA and other system components in terms of security patching, standard release, obsolescence and ensure timely system update as per the required timeline to ensure secured and updated SWIFT environment.
3. Control Solutions Operations
- Monitor exceptions on all SWIFT related control systems (Payment Control Service, Transaction Control Service and Data Control Reconciliation System) to ensure all exceptions are detected timely and any actions required are performed in accordance with internal policies and procedures to protect the Bank’s transactions and financial assets.
4. Compliance with SWIFT Security Programme and Framework
- Perform annual review on the SWIFT Customer Security Programme requirements and conduct impact assessment to ensure any expansion of scope and additional controls are timely complied by the Bank.
- Implement the required processes to ensure the Bank complies with SWIFT security requirements at all times under controls relevant to Finance Department.
- Facilitate annual independent assessment on security control requirements by the auditor/s including briefing to the auditor, provision of required documents, review the audit progress with the auditor and timely close the gaps identified by the auditor to ensure timely and accurate attestation by the Bank.
5. SWIFT Development & Relationship Management
- Keep abreast of SWIFT related developments by actively participating in monthly service review with SWIFT and Malaysian User Group meeting as well as monitoring of developmental news from SWIFT to ensure impact on the Bank’s infrastructure and business operations can be identified timely.
- Maintain close collaboration with JDT support team and Cyber Security team including Securities Operations Centre to ensure up-to-date and secured SWIFT environment for the Bank.
- Collaborates with cross-functional teams and stakeholders to contribute to and support initiatives and projects related to SWIFT development.
6. Risk Management and Controls
- Adhere to all internal controls and compliance requirements and undertake regular review for process improvement to ensure strong internal controls and robust risk management within SWIFT operations. Any irregularities or exceptions observed must be escalated timely.
- Understand and able to execute the Bank’s and Department’s Business Continuity Plan relating to SWIFT Operations in the event of crisis.
Academic Qualifications:
Degree or Professional Qualifications in Accounting or Finance.
Experience:
Exposure and experience in finance related field specifically in treasury or payment system operations (SWIFT or RBG) is an added advantage.
